Food stamp use in Maine climbs in slow economic recovery

AUGUSTA, Maine — While there are indications that Maine’s economy is slowly rebounding from the recession, the federally funded food stamps program is growing significantly, helping more poor families get food and, in some ways, the state’s economy as a whole.

“It’s really a combination of factors that are causing this increase,” said Barbara Van Burgle, director of the Office for Family Independence. “One is that we have a lot of families where a parent is working but they do not make very much and are still eligible for the food supplement programs. That is 45 percent of the families.”

The latest statistics indicate there were over 248,000 Mainers — up 7.5 percent from a year ago — benefiting from the Supplemental Nutrition Assistance Program, which used to be called the food stamp program. That is nearly 128,000 Maine households. The average monthly benefit per person is $129.17.

“This is a supplemental program” Van Burgle said. “It is not meant to be the only source of food for a family.”

The federal government pays for all of the benefits and half of the cost of administering the program. Any person with income less than 185 percent of the federal poverty level is eligible for the food assistance program.

The federal poverty level is $10,890 a year for an individual and $22,350 for a family of four. Van Burgle said in a poor state such as Maine, a lot of families with working parents are eligible for benefits.

“We have a lot of families in this state where the parents are working hard, some at two jobs, but they just do not make a lot of money,” she said.

Van Burgle said another factor in Maine’s numbers is the state’s demographics. She said more than 10 percent of those on the program are over 65 years old and retired. She said as more Mainers retire without adequate retirement incomes, the more will qualify for food assistance.

Jim Breece, an economist at the University of Maine and a member of the State Revenue Forecasting Committee said another factor in the increasing number of Mainers using the program is the growing number that have been out of work so long they are no longer counted in the monthly unemployment numbers.

“They are called discouraged workers,” he said. “They no longer are being counted … but they are still there waiting for more jobs to be created so they can go back to work.”

Breece said with the very slow recovery from the recession, many are working part-time to make some money but they still qualify for food assistance. He said the unemployment rate is not very useful in measuring what is a happening in the economy because it stops counting workers after they have exhausted benefits and no longer tracked by the unemployment system.

“We have a gap now where the unemployment rate looks better than it really is because the work force, they way they measure it, has gone down so much that the unemployment rate is distorted,” he said.

Charles Colgan, a University of Southern Maine economist and former state economist specializes in researching Maine‘s economy. He agreed with Breece that the stability in the unemployment rate does not reflect the turmoil in the job market as out of work Mainers seek jobs long after they are no longer being counted or receiving unemployment payments.

“Incomes have really stagnated at where they were at the bottom of the recession,” he said. “People are looking for jobs, but there has been little job growth. Overall the income picture has not improved at all.”

Colgan said he is not surprised that the number of Mainers getting food assistance continues to go up. He said while incomes have not increased, some expenses have, particularly energy costs.

“The income-support programs, like food stamps, will be at fairly high levels for another year before they start to trend down, assuming the job market starts to pick up,” he said.

Colgan also said the program is acting as an economic stabilizer for the state. Last year more than $356 million in benefits were paid out in the state, and that is certain to increase in this budget year. He said all of that cash is immediately spent for food and has an important stabilizing effect.

“It does not help the economy improve,” he said, “but it prevents things from getting worse.”

    Oh yeah thats because I’ve decided to go back to school, to better myself, and because of that decision I no longer qualify. Not that my income situation has changed. I guess I should have stayed doing nothing about improving my life.
       On second thought I think I’ll tough it out and go after the degree.
    Obama can pack his food stamps. Give em’ to one of the dead beats  that are on the entitlement program (not that all recipients are)  so they can sell them for fifty cents on the dollar to help supplement their drug and or alcohol habit.

There are lots of people who need help but they are just a few dollars over the cut off limit. As food prices increase, it would benefit those families if stores sold their older produce or dented cans at a discount rather than donate them to food patries. That would allow people access to food who don’t qualify for aid. But I figure that stores have an ecconomic incentive to continue donating to pantries: they get a tax deduction. If they sold the food, even at a discount, it would count as a capital gain, unless it is sold at a loss.

    Well said… you know it’s pretty bad when you’ve got families with two working adults not earning enough to bring them up to a poverty level that has not kept up with the true cost of living by today’s standards… The article said that 45% of food stamp recipients represent working families being paid below the poverty level and that says volumes…this isn’t a matter of people being too lazy to work – this is a growing problem where hardworking people are severely underpaid. Is this a slow return to slave labor? It sure seems to be… 45% is quite a few!

    Only in the liberal mindset do foodstamps actually help the economy.  This goes along with the meme that “taxes help the economy”, or “the government needs to spend more money to help the economy”. Truly Orwellian. Next thing you know the liberals are going to change the name of food stamps to “empowerment stamps”.

    How are you paying for school?  If you are living at home with your parents – they’re income counts.  If you have a large enough amount banked that could pay for school – that counts.  The formula to qualify for food stamps is federal and does take into account money that you earn, money you have in the bank, income of other household members, it matters if you have to pay rent/mortgage or not, whether or not you have car loans or own a car outright… They can’t disqualify someone simply because they attend school. If you applied and were turned down there should be a reason on a notice or you can call them and ask why you were turned down.  Perhaps you were unwilling to register with the Career Center? There has to be a money related reason to turn you down…maybe you aren’t an adult living on your own… if you really want to know why you don’t qualify you can ask but it’s definitely not because you’re trying to better yourself… it’s got to be money related…

    Today’s  minimum wage is immoral, what it really is is legal slave wages.  Get rid of minimum wage, people should have enough dignity within themselves to know that they are worth more. No one should be working for less than $15 an hour. If business aren’t willing to pay someone a worth while wage too bad, no one will work for them.  Workers speak up for yourself.

    You’re absolutely right that stores could help in this way, but they are helping by donating the food to food pantries.  These people help a lot of the people you described – those who earn a dollar more than poverty level and even those who earn $9K a year and only receive a very, very tiny food stamp supplement.  Everyone does not receive the same amount of food stamps… a person earning $9K a year will get a lot less than an unemployed person.  So even people who receive a very tiny ($20-$30) amount in food stamps a month because they earn something like $9,980 annually have to turn to food pantries for help too.  These places are overwhelmed since so many workers just don’t earn what they’re worth… the article said 45% of food stamp recipients are employed and earning less than poverty level.  That’s like slave labor!

    Has there been any economic rebound for Maine people in the lower income brackets?  I doubt it.  If there are  programs that both help people get the essentials and stimulate the economy, does it makes sense to cut them during a recession?  I think not.

    In this time when such a large percentage of people (mostly low income folks) don’t pay any takes at all and in which the taxes on the wealthy are at historic lows, can anyone honestly say that taxes are a significant source of financial hardship?  I doubt it.

    We need JOBS.  Then we can start to talk about whether reductions in programs like food stamps are appropriate.

    Well said appalledbylepage however I would add one caveat.  Yes we need jobs however, we need jobs that pay a living wage.  Service sector jobs might as well not even exist.  Why, because you can’t live on the wages they pay.  So if minimum wage is $17/hour or more and pegged to inflation, and hamburgers cost $20, and people won’t pay that much, it simply doesn’t matter if McDonalds and their like close down.  The jobs they provide don’t provide, if you get my drift.  There is absolutely no point in having those jobs when you cannot live off of them.

    Is what I know is I was getting them until I reported that I was currently taking college courses. I haven’t lived with my parents for the last 20+ years. When I asked why this was I was told that it was a cut that Obama made in the program to help pay for healthier school lunches, and fulltime college students no longer qualify. It really no longer matters to me. I have made the necessary adjustments to my small budget and have had to take out more student loans. To me the trade off for the degree is worth it in the long run. The part that I do find disturbing is the number of people who are willing to do nothing for themselves at the expense of others. There seems to be no incentive for anyone getting these benifits to try and better their quality of life.

    Even Bush and his advisers recognized that we were about to go over the cliff.  He started the bailouts in the last few months of his administration.  I can picture the scene when his advisers came to him with white faces and told him what was about to happen.  I would imagine they mentioned Herbert Hoover.  Of course, Bush was able to pack up the U-Haul and head off to Texas leaving Barack Obama holding the bag.  Does anyone in his right mind think things would have been better with President McCain?

    The only thing I get upset about is that when the person in front of me is using their EBT card to pay for their food but then they pull out a twenty dollar bill to pay for their cigarettes.

    They have cash to pay for cigarettes but not for food. I have also seen them do this when it comes to alcohol.

    Just last week I watched a woman pay for her food with an EBT card at Walmart and she had some non-food items. It was a tad over 30 dollars for those items and she handed the cashier a hundred dollar bill.

    Her food bill was only around one hundred and forty dollars but my taxes paid for that. Watching this woman get change made me shake my head but there is not much I can do about it.

    When did the economy of the United States really take off.  I would say just after World War II.  Why?  Government spending on reconstruction?  Education of returning veterans through the GI Bill?  We might not like to think about, but possibly the Cold War with high government expenditures.  How about the interstate highway system?  Back in the 30′s with the TVA?  And maybe, although you would probably doubt it, the introduction of the food stamp program helped along with similar government programs.

    Taxes do help the economy.  Roads and the infrastructure needed to keep products and people moving are necessary.  A court and justice system believed in by the people is necessary, and taxes pay for them.  Keynesian economics explains much of the success of the last 75 years and one of its main tenets is government spending. 

    Take some time and read a little American history.  I would recommend focusing on Alexander Hamilton.

The guidelines permit people who earn a few thousand dollars per year to have food stamps. Someone who earns a few thousand a year might actually have $100 on hand now and then.

    People spend their food stamp ‘money’ at food stores and that helps the bottom line at those stores. Duh …. so it does help the economy.  Federal food stamp dollars pour into Maine every month and that money is all spent – now could that not help our economy???  

    If the tax burden were fairly distributed so that major corporations paid their fair share then everyone else’s tax burden would drop.

    If you look at the reality of the percentage of the Gross Domestic Product (GDP) of the country that each President in the past 30 years has spent during his term in office, the current President has spent over 24% of every dollar produced in the country.  The biggest surprise I got when I looked at the numbers was  that President George W. Bush actually had the lowest percent of GDP at 18.4%.  Not since World War II has a president spent as much as President Obama.  In his time time office, he has increased the deficit more than Bush did in eight years.  I don’t care why you voted for him but I am sure it wasn’t to sell Treasury bonds to the Chinese so he could make the US a debtor nation.

She was trying to give back her deceased brothers remaining food stamps, and the DHHS employee told her to “go ahead and use them up, everyone else does.” There is one agency that needs to be dismantled and rejuvinated so that only the people in need get what they need.

    The value of the dollar has a lot to do with the reason that wages which were sufficient do not buy the items needed to live.  Since Obama has been in office the value of every dollar you earn has decreased nearly 10% due to infusion of money printed by the Fed.  Since the start of the “recession” the Fed introduced nearly 2 Trillion dollars of printed money without value lowering the value of all the other dollars in circulation.  That means those ten dollar bills you have are only worth nine.

    No boatyard in my community. Nobody employed building yachts, as far as I know. Nobody in my area building condos for millionaires. Instead, there are a lot of people who are unemployed, or else fully employed at low-wage jobs who qualify for food stamps. It is their money that comes into my community, not the crumbs left by millionaires.

    The minimum wage should be raised. Failing that, the criteria for getting food stamps should be expanded to include the people you mention who need help but are just a few dollars over the limit. If we can afford to treat corporations as people and allow them plenty of tax loopholes (even when they send jobs overseas), we can afford to provide food stamps for all who need them.

    Many of the people who receive food stamps and especially heat assistance are elderly and disabled.  It is because people unrealistically believe they can just get out there and get a job, better themselves that there is no incentive for them to get off the stamps that the cuts are getting deeper and deeper.  While it is true that there are some abusers…sadly, most of the abusers really do have the means to either earn money or are not truly below the poverty level.  Sure, we’d all like to save our own money and let someone else buy the food, clothing and shelter… but that’s not what any of these programs were intended for.   Every time a cut is made to one of these programs someone who desperately needs food, clothing and shelter is harmed because those who don’t need it tend to abuse it.  Poverty level for one person is $10K annually with no monetary assets.  Elderly people who receive this much in social security often don’t qualify if they own a paid off  house. And then there are young families of 4 who many of believe could and should have at least one working member of the family.  In some cases this is true.. and while it may seem logical that both should work, the second income often isn’t enough to pay for daycare, clothing for work, gas to get there, etc… so in some cases it makes sense for one young parent to work while one stays home with very young children.  Believe me, this is not an easy job either for the young parent who has no car, is left home with the kids, unable to get ahead and caught in a vicious cycle knowing the world hates them for not paying (to go to work) just for the world’s acceptance.  These programs are multifaceted and  they are abused but not by the people who need them.

    When you raise the minimum wage, the employer raises their prices to cover the increased cost to produce, manufacturer, ship, sell, etc…the product. That means everything cost more and the raise in minimum just got wiped out.

    As far as raising the ceiling on Food Stamp eligibility to help those “just a few dollars over the limit” doesn’t work either. There will ALWAYS be people “just a few dollars over the limit”. Do we keep raising the ceiling to help those people too?

    There’s a lot of propaganda to the effect that if a conservative spots someone who uses food stamps, they must scan their cart, clothing, hairdo, and even fingernails for any sign that the person is not entirely penniless and starving. If the person has have decent fingernails, the immediate assumption = $500 manicure. If they have decent clothing, the assumption = “designer” clothes (no recogntion that Goodwill and consignment shops exist). If there’s meat in the cart, the required assumption = they buy tons of sirloin weekly.

    Years ago, my disabled adult daughter saved up for months in order to buy a little container of lobster. She used it to make a bowl of lobster stew for her Dad on Father’s Day (his favorite meal). She told me about the looks she got in the checkout line when she paid with food stamps as well as cash. The theory is that people who are poor enough to merit food stamps must NEVER taste special food, their fingernails should be appropriately ragged, and their clothes should be tattered.

    People who believe this seem to feel immune–they don’t realize that it’s possible for them to lose their job or become disabled. They’re being egged on to hate poor people. The ultra-rich seem to be training a lot of middle class and working class people to despise anyone poorer than they, and also anyone who has just a bit more (e.g., anyone who has a pension). If they can persuade us to focus on their neighbors, we will lose sight of the tax breaks for billionaires, the corporate tax loopholes, the rape of the US economy by Wall Street, and so on. They walk off scot-free, counting their money, while the rest of us scramble angrily over each other for whatever is left. We’re supposed to focus on somebody gaming the food stamp program or MaineCare out of a few hundred or thousand dollars, and ignore the high-class sociopaths who are walking away with many millions.

If there’s meat in the cart, the required assumption = they buy tons of sirloin weekly.

    Years ago, my disabled adult daughter saved up for months in order to buy a little container of lobster. She used it to make a bowl of lobster stew for her Dad on Father’s Day (his favorite meal). She told me about the looks she got in the checkout line when she paid with food stamps as well as cash. The theory is that people who are poor enough to merit food stamps must NEVER taste special food, their fingernails should be appropriately ragged, and their clothes should be tattered.

    People who believe this seem to feel immune–they don’t realize that it’s possible for them to lose their job or become disabled. They’re being egged on to hate poor people. The ultra-rich seem to be training a lot of middle class and working class people to despise anyone poorer than they, and also anyone who has just a bit more (e.g., anyone who has a pension). If they can persuade us to focus on their neighbors, we will lose sight of the tax breaks for billionaires, the corporate tax loopholes, the rape of the US economy by Wall Street, and so on. They walk off scot-free, counting their money, while the rest of us scramble angrily over each other for whatever is left. We’re supposed to focus on somebody gaming the food stamp program or MaineCare out of a few hundred or thousand dollars, and ignore the high-class sociopaths who are walking away with many millions.
