Stephen Bowen is a senior policy adviser for Gov. Paul LePage. Bowen advises the governor on education, government reform, budget and marine resources policy, according to LePage’s Web page about his staff.

Before joining the administration, Bowen worked for the Maine Heritage Policy Center, directing the Center for Education Excellence. In that capacity, he wrote reports on education policy issues such as school choice, charter schools, school finance and consolidation. Bowen also wrote reports on state spending and debt, government transparency and welfare reform.

Before joining the Maine Heritage Policy Center, Bowen taught social studies in middle and high schools for 10 years.

In 2002 he was elected to the Maine House of Representatives, representing Camden and Rockport. He served two terms and sat on the Appropriations, Marine Resources and State and Local Government committees.

Bowen has a bachelor’s degree in political science from Drew University and a master’s degree in education from George Mason University. He has written numerous columns for the Bangor Daily News.
