CALAIS, Maine — Presidents of institutes of higher learning on both sides of the international border Wednesday signed a memorandum of understanding that allows the two campuses to collaborate on educational programs.

President Bill Cassidy of Washington County Community College and St. Stephen’s University President Robert Cheatley signed the agreement in the library at WCCC.

St. Stephen’s University is across the St. Croix River from Calais.

The signing marked the conclusion of an effort to establish formal partnerships with all institutions of higher education in Washington County and Charlotte County, New Brunswick. WCCC also has agreements with the University of Maine at Machias, Husson University in Calais and the New Brunswick Community College in St. Andrews.

“We have cross-pollination of faculty, we have cross-pollination of classes. We share sites and facilities … at no cost to either institution. So it is maximizing what is already in place without adding a financial burden to either institution or those who subsidize and support us,” Cassidy said of the collaboration.

Founded in 1974, St. Stephen’s University is a nondenominational Christian liberal arts university, Cheatley said. “It was incorporated by the province of New Brunswick government in 1998, so it received its government charter at that time,” he said.

It offers bachelor’s degrees in liberal arts as well as Master’s of Ministry degrees. All students in the bachelor’s program spend two semesters abroad — one in Western Europe and another in Southeast Asia. The college has about 135 students who live on and off the campus.

WCCC, located on the River Road in Calais, has more than 300 students who live on and off campus.
