AUGUSTA, Maine — Gov. Paul LePage’s finance commissioner said Wednesday state agencies likely will have to curtail spending by up to $37 million in the coming weeks, the result of new revenue projections that show state tax collections continuing to come up short for this fiscal year.
State revenues have been in the red for much of the budget year, which started July 1, but the projections were revised downward even further Wednesday by the state’s revenue forecasting committee.
“We have to stop spending now temporarily so we can bring the budget into balance,” state Finance Commissioner Sawin Millett said.
Millett said the downward revenue projections — once they are completed — mean “we are in a posture of having to curtail FY ’13 revenues and expenditures to stay within this new forecast.”
Adrienne Bennett, a LePage spokeswoman, said later Wednesday that a curtailment — a temporary measure that allows state agencies to start trimming spending immediately — is an option LePage is considering and that the administration hasn’t yet made a decision.
The grim revenue news is largely the result of sales and corporate income tax collections that have come in below estimates, Millett said. Those lower numbers, he said, stem from high energy costs that pushed gasoline prices to the $4-a-gallon range earlier this year and uncertainty at the federal level over the resolution of the fiscal cliff at the end of the year. That’s when tax cuts from President George W. Bush’s time in office are set to expire and the first wave of $1.2 trillion in federal budget cuts is set to take effect unless Congress intervenes.
“It just adds to the challenge of the budget planning process we’re in now,” Millett said. “We’ll have to find ways to bring spending in line with revenues.”
Millett said the administration could unveil a curtailment plan by mid-December that would detail the areas where agencies will cut.
To start, he said, the administration would look to cut funding in areas where spending so far has been below budget. State law requires that a curtailment be applied as equitably and consistently as possible across state agencies, rather than targeting specific areas for cuts or restructuring.
Democrats, who will take over majorities in both chambers of the state Legislature next week, questioned the need for a curtailment when they’re expecting a proposal from the LePage administration in January to balance the current state budget.
“When you’re doing a curtailment, you’re doing a cut that’s not thoughtful, not strategic, and across all state government,” said Sen. Justin Alfond, D-Portland, the presumptive Senate president.
Rep. Kenneth Fredette of Newport, who will lead House Republicans in the coming session, said he also would prefer that the revenue shortfalls be dealt with as part of a supplemental budget proposal, rather than through a temporary curtailment.
“The benefit of dealing with it as a supplemental budget is you’re able to look at a far broader spectrum in terms of how you deal with what the issues are,” he said.
To complicate matters more, the forecasting committee released figures Wednesday showing revenue projections for the two years covered by the next two-year budget — which will take effect July 1, 2013 — falling $126.6 million short of earlier estimates.
The revised revenue projections set the stage for a busy budget season for the newly elected Legislature, whose members take the oath of office Dec. 5.
The LePage administration is set to unveil its proposal for the coming two-year budget on Jan. 11, followed by a supplemental budget to bring this year’s spending into balance. In addition to addressing low revenues, that budget will deal with shortfalls in the state’s Medicaid program, where the LePage administration hasn’t yet been able to make about $20 million in cuts that are pending federal approval.

The state needs to prioritize its expenses. We cannot continue being a nanny state because we cannot afford it. How can you say revenue is the problem when Maine is the 6th highest taxed state in the nation? The over taxation is the problem because businesses do not want to open up shop in Maine because of our high taxes. If you want to grow revenue, then how about we continue making Maine more business friendly and grow revenue through business and job growth, not additional taxes and no job growth as you propose?

When our household budget becomes tight, the first thing we do is prioritize the necessities. My boss would laugh his head off if I were to ask for a huge raise, after I informed him that our family wasted too much money and are now faced with a debt we can no longer afford. My raise would be declined, so hence my expenditure prioritization begins.
It’s pretty basic math if you ask me. $2 revenue + $2 revenue = $4. For some reason, the DEMS, who have ruled ME for the past 40 years think it adds up to $5 worth of spending money. This is the crux of the problem. The D’s cannot add correctly because they think there is more money to be had from the ME taxpayers. They don’t realize that our backs are broken from all the prior tax increases that have placed ME as the 6th highest taxed state in the nation. Hence, the death spiral of Maine.

I get my facts from the US Dept. of Labor Bureau of Labor Statistic which say that there are less jobs in Maine today then there were on the day LePage took office. Where do you get your ”FACTS” from?
When LePage took office in January of 2011, the combined labor force, according to BLS statistics was 702,676. In October 2012, this was up to 708,121 for a total increase of 5,445 jobs.

Curtailments in the face of revenue shortfalls are a fact of life today. Let’s not forget the several instances when our previous Governor imposed spending curtailments to prevent the State’s budgeted resources being prematurely drained.

I feel you must first balance revenue with expenses; as per the Constitution; then reduce the regulatory burden that stifles new initiatives…..One of the biggest growth industries is ‘permitting’ and there is nothing that takes the fire out of a new enterprise than tens of thousands of dollars of money and up to several years to obtain a permit.
Reducing taxes only reduces your quarterly and that disposable income can be spent to reduce personal debt depriving the State of revenue. Check out the various revenue categories—-actually the reports and even the methodology are found at http://www.maine.gov/legis/ofpr/revenue_forecasting_committee/current/index.htm so it is easy to see which categories are increasing and which are cyclical, ie. holiday sales, corporate taxes, etc.

They advise not investing in, or purchasing real estate in “Death Spiral” states. “They can look forward to a rising tax burden, deteriorating state finances and an exodus of employers.”

This is announced the day Gov. LePage says he plans to spend money on Richard Rosen and Peter Rogers (already spending money on him) to create yet another office with employees to look for ways to cut the budget — but their directive is to look for $1 million in savings, from what I’ve read. How much is it going to cost to save that amount? Certainly not cost efficient move..
The previous Democratic run state budget was 5.8 billion and it was balanced. Lepage’s current budget is 6.3 billion and it’s hundreds of millions in the red. Plus Lepage has increased state borrowing so much our credit rating is ruined.

I don’t think we will see too many new jobs in this State or any other State until people start to give up the high wages and high benifits. To do this prices will have to come down, automation will have to slow and the US will have to quit trying to support the world just by printing money that is no good.
