BANGOR, Maine — Bangor police Friday morning arrested a man who allegedly brandished a shotgun and assaulted a woman in Capehart, just two blocks from Downeast School.

The police department’s Special Response Team arrested Jared Ross, 29, on the second floor of a residence at 33 Dirigo Drive. An 11-month-old infant who was inside the building with Ross was unharmed.

The incident began sometime before 4:30 a.m. while a mother and her adult daughter were at the home with Ross, whose relationship to the two women was not clear Friday morning, according to Bangor police Sgt. Paul Edwards.

Ross became angry at some point that morning, allegedly assaulting the mother and brandishing a shotgun. The two women left the home and called police to report the alleged assault shortly after 4:30 a.m. from a store at the intersection of Blue Hill East and Finson Roads. When the women fled, they left behind the 11-month-old baby of the adult daughter.

Police called in the Special Response Team, the department’s robot, as well as negotiators in an attempt to make contact with Ross inside the residence.

After making several attempts to communicate with Ross, police sent in the robot, which is equipped with a camera, to make sure the first floor was clear. The Special Response Team followed, and found Ross on the second floor.

Ross surrendered to police without incident and was taken into custody, Edwards reported at about 8 a.m. Ross is being held at Penobscot County Jail and faces charges of misdemeanor domestic violence assault and Class B felony aggravated assault with a dangerous weapon.

Mother and child were reunited, Edwards said.

The older of the two women received treatment for a head laceration from Bangor paramedics and was transported to a local hospital. Edwards did not say which hospital.

    1. NOBODY with any sense thinks everyone in Capehart are “bad”” people. 

      Some people (including me) believe that putting a large number of low income folks, and folks with disabilities, which might include mental problems in one large neighborhood is not such a good idea FOR ANYONE. 

      Back in the early nineties I worked with families in the Capehart complexes, and some of them were the nicest people you’ll ever know.  Some not so much.  I’m absolutely sure Judson Heights has a similar make up of population, but money insulates people from some kinds of trouble.

      1. The people who are always downing or judging people who live there know exactly what I am talking about. There are some really great people who live there who are trying their best, and yes some not so great. All I am saying is not to judge people unless you know their situation.

        1. Don’t judge them unless they live on lower Ohio street right? City owned tenaments are off limits to criticism right?

          1. Hey red… getting close to my neighborhood there.  No one I know is “bad people,” some just a bit high strung.

    2. You got that right. There are some great landlords out there too that have extended rent due dates, been gracious with security deposits, have paid unpaid utility bills and so on. The truth is that Capehart used to have a worse reputation then it does now. It has really become a pretty decent little community of people that are trying to get by. Of course there are bad apples in any area but I agree baybiegurl70.

      1. Bangor housing authority have more trouble with their tenants then any other landlord in Bangor.. Maybe they should be held responsible for their tenants actions.. You know like some are pushing for at city hall.

      2. Capehart was a great community when the service people from Dow Field lived there. Actually Capehart was built by the government for service people families. All low income housing has good and bad tenants, which Capehart became, after Dow Field closed.

  1. Ya all those low income project have worked out so fine over the years, watching one in Chicago on TV now, we made it to help, now one of the biggest crime areas in Chicago, Capehart migh be better today but it was not years ago.  these projects never work out.

    1. The alternative to quasi public housing is a vastly expanded Section 8 program which would drive up rents, unless you are in favor of massive homelessness

    Listen up Chief. I just realized a great talking/negotiating point. We know you guys are still trying to get a raise from the city (it’s been way to long) and they are too busy funding for private business projects (waterfront concerts 750k), moving monuments around Bangor, giving everyone else in the city huge raises, i.e. public works, 144k to the superintendent and so on. I could go on but that isn’t my point.

    Here is my point for you Chief. You with me. Here you go. Try this approach in your own words of course at a council meeting.

    “You know council, we used to spend a huge amount of time on training and role playing for stand offs, major drug take downs, dealing with crazy drug raged suicidal people and so on. Our training budget used to be huge as it should be to protect the fine citizens of Bangor and keep our officers safe. Well council, the landscape in Bangor has changed. What used to be a freak occurrence is now commonplace. Once in a blue moon events are now daily and weekly, just read the BDN. Well as Chief I am here to tell you we don’t need those training dollars anymore because we deal with those real life situations all the time now. What we need are more officers, better candidates to apply, other officers that are willing to make lateral moves and the best way of doing that is to have a strong financial package and a contract that we can assure these men and fine women they can count on. This would improve our recruiting to the Bangor Police Department. In closing, we know times are tight, we know that there are priorities in town that have changed and we are not asking for something you feel we don’t deserve so how about just putting what should be placed into our training budget, not what is there right now but what should be, into the form of raises and entry pay and we will walk away satisfied and get back to trying to protect and serve the citizens of Bangor”.

    “Lastly, here are some handcuffs, let me put them on you. Tough to work with them on right. Well can you take them off the Bangor PD a little so we can do our jobs a little more effectively? Yes Charlie, you can keep the cuffs”.

    1. Well, maybe if this guy had spent more time trying to establish a work history instead of getting neck tattoos, he wouldn’t be in this mess.

    1. Actually, according to her Facebook post, the man was holding her infant daughter and her mother hostage. She escaped to call the police. It was a domestic incident about the infant. 

      1. I would brave 50 guns to rescue my child from a maniac!  There is no way that I would ever leave voluntarily without my baby… I would die first! 

        1. Then you and your baby may not survive. If he wanted the baby that was a way of keeping him at bay until the authorities arrived. Sometimes it’s more important to keep the situation calm then to go in with guns a blazing.

    2. I know everyone involved. Jared Ross is a steroid freak over 6 feet tall and close to 300 lbs who is in the army and also has a couple years of kickboxing training. On top of that he is a violent alcoholic who was drunk at the time. plus he was armed with a loaded shotgun. I personally know that the girl has called the cops on him more than once and the cops do nothing but show up and chastize her for calling even though in some cases they arrive to find the house destroyed. They literally do nothing. If They would do their jobs he would have been locked up a year ago.

I know for a fact that the girl has called the cops on him several times in the past 12+ months and often times the police would show up to find the house destroyed and would do nothing but scold the woman for always calling the cops. The real issue isn’t why she left the baby behind, it’s that if the police would do their jobs to begin with Jared would have been off the streets by now and this never would have happened.

I shot photos and video of the event as it was occurring.  I also live in the area and overall, I have seen many different communities across the USA.  Old Capehart is a generaly safe and pleasant neighborhood. There are however people who move in and out of actual tenants units and some of them are less than savory.  Police handled this matter well and Neighbors came to the aid of the woman who was being affected by this  situation.  This is for the most part a Sober and Child Safe area.    Our area requires Criminal Background Checks and Jokers need not apply.

  6. I remember years ago when the police would only go to a call if there were two or more officers that could could responed. It has cleaned up alot!

    1. Yes, it was cleaned up. For a long time there was an officer with an office out there. After Bill Lawrence left, the city decided it didn’t need one and it’s starting to go down hill again. Speeding is the norm and will be until, sadly, someone is killed. The police are back to going out there only when summoned. Our taxes go to pay for vandalism. Also, it is supposed to be against rules to park on the grass but BHA refuses to inforce it. In fact, none of the rules are inforced out there. More tax dollars wasted on repairs. BHA does not do background checks on anyone out there. There are 3rd and 4th generations on welfare yet they can afford beer, cigerettes, cable tv, big screen tvs, several vehicles, snowmobiles, 4 wheelweelers, motorcycles, 4×4 pickups, etc. Our laws need to be changed. DHHS needs to do background checks. DHHS needs to do drug tests. There was a man who moved in out there who had a record of drug and alcohol abuse. They had parties with drugs and underage drinking every night. Nothing was done until he trashed the unit and broke several windows. Then BHA tossed him out. And guess where the money came from to repair the damage. Right out of our pockets. Yes, there are a few good people out there but they are few and far between.

  7. Old Capehart is generally a quiet area but as in many communities, you will always have bad elements as well as good ones. I live right across the street where this incident occurred and I will say that i have never seen any type of disturbance from that unit of any kind. You get to know where the frequent calls from the BPD go to and this is not one of them. Obviously when you have alcohol as a contributing factor then any situation can escalate and unfortunately this was one of those times. I am very glad to hear that the child was unharmed and that the child’s grandmother is doing well.

    1. I totally agree, I live in what most would call a nice, upper class neighborhood of single family homes. Last year alone, we had called police 4 times for crazy folks running naked in the street ( bath salts)…… it is everywhere, and you are right, Capehart has a bad reputation…. but it doesn’t speak to the many great folks living there. People are so fast to judge due to socioeconomic status.

  9. 29 years old, but doesn’t act a day over 7. I’m guessing there is no father (at least a sober one) in his life.

      1. Go through the criminal files in the BDN and look at the mug shots. A high percentage have neck tatoos. Gangsta wannabes.
