AUGUSTA, Maine — The Maine Department of Health and Human Services has averted most of an anticipated $12.5 million shortfall that threatened to delay payments to health providers who treat MaineCare recipients.
In a memo to lawmakers on Friday, DHHS Commissioner Mary Mayhew said the shortfall, expected to throw off the books as the fiscal year wound to a close on June 30, had been largely eliminated, according to a Monday news release from the department.
Mayhew alerted members of the Legislature’s Appropriations Committee to the potential red ink in late May.
Much of the expected budget gap was covered by $3.4 million in reimbursements for MaineCare, the state’s Medicaid program, including from other departments that provided services, as well as $3 million in increased rebates from drug companies. Weekly claims submitted to the department by health providers who treat MaineCare recipients also came in lower than expected, and funds were shifted to fill in remaining budget gaps, according to the release.
“In the end, just one provider of nursing facility services was unable to be paid a small amount, but that provider was issued payment on the first business day of State Fiscal Year 13,” Mayhew said in the release.
She stressed that predicting MaineCare costs is difficult, given that claims from health care providers fluctuate widely. Weekly payments made to doctors, mental health professionals and other providers ranged from $29 million to $62 million over the last year, Mayhew said in the release.
Providers also have up to a year to bill for their services under federal guidelines.
“The variables outside of our control will always make the year-end financials in the Medicaid program unpredictable,” she said.
Despite the expected shortfall, budget projections by DHHS staff were fairly spot on, said John Martins, a spokesman for the department.
“MaineCare is such a large program that a $12.5 million shortfall at the end of the year equates to less than one percentage point of the budget,” he said.
The MaineCare budget totals more than $3 billion, and is split by the state and federal governments.
Mayhew credited collaboration among DHHS, the Office of the Controller, the Department of Administrative Services and MaineCare Finance for limiting the impact on health providers.
Rep. Peggy Rotundo of Lewiston, the lead Democrat on the Appropriations Committee, characterized the year-end shortfall as an example of Republicans’ wider strategy to slash MaineCare benefits.
“We’ve seen a pattern from the LePage administration and Republicans that starts with a crisis that doesn’t materialize in order to justify cuts to health care for seniors and people with disabilities,” she said. “We have a crisis every few months only to find that more people were hurt than needed to be.”
The anticipated $12.5 million shortfall did not lead to benefit cuts in the MaineCare program. But over the last year, lawmakers have cut $200 million from the DHHS budget, eliminating or reducing benefits for more than 30,000 MaineCare recipients.
Sen. Richard Rosen, R-Bucksport, the Appropriations Committee’s co-chair, said MaineCare has run up against looming shortfalls at the close of the last several fiscal years. The Legislature’s work to rein in MaineCare spending to more manageable levels should help to balance the program’s budget down the line, he said.
“It’s my hope that in the long run we will see the financial requirements of the program line up with the budgeted amount, the expected amount, much more closely,” Rosen said.

Another scary part to this situation. We never see people busted for cheating this system. In a sense we are all being played by the abusers of the system.

DHHS cuts are hurting many people. Unfortunately, the rest of us are going to have to pay more for medical costs for those who have no coverage because the medical field has an oath to honor and serve those who have no insurance. Am I the only one who has a problem with this situation? When we can get federal or state support for people struggling with taxes we have already paid, why do we have to pay again?
One of the many reasons why universal single payer or medicare for all is the only logical solution to our health care situation.

I know a friend of mine got the same letter today in the mail. It was DHHS’s fault it appears but they are going after the recipients to pay it back..
you should be thankful your getting any to begin with, try buying all of your groceries and not being eligible for any assistance. I dont know ur situation but I do know that the cost of groceries keep going up and most people in this state are livng from paycheck to paycheck and sometimes that isnt enough to get groceries!!

well the problem with the system is that too many have been on it for years, supposed to be temporary and it is being abused everyday. Some of the people that have mainecare go to the doctors for every ache and pain and that is abuse, if someone has to pay for insurance they dont run to the doctors everyday.
A real problem with your argument is that many people avoid preventative care with or without insurance now because of the cost. Either the deductable is too high for the ache and pain or they just don’t have insurance and would have to pay out of pocket. Not everyone, even under the ACA, will qualify for Medicaid. So they don’t go to get that mole looked at and end up with metasticized cancer. So which is worse? A few hypochondriachs that the nurse probably shuffles away after four or five times at the ER or a guy making $400 per week avoiding having a doctor check on his hacking cough because his employer doesn’t provide that benefit?
Where was it ever written that an employer had any obligation to pay for health benefits for anyone? As an employee, you sell your time to the employer for whatever wage it is you agree to go to work for. It’s that simple.
Paid vacations, holidays, sick days and insurances are all optional, or should be to the employer.
Don’t like what you are getting paid? Don’t like the benefits? Get a different job.
Just speaking from my own experience both as an employee and an employer.

just spent the last 2 days at EMMC watching my best friend die of stage 4 lung cancer, when his devestated wife got home she checked the mail only to find a letter from DHHS stateing that her husband had returned to work and would no longer be getting food stamps or any health benifits, this man has worked 6 days a week from the time he was 15 years old never asking for help until the tumors got so painful he could no longer work, what kind of idiots are running this state?
First, my sympathies on the loss of your friend, Timberyarder. He sounds so much like what I know about my fellow Mainers-they struggle, they don’t complain, they give 110% to their jobs, and they have pride.
And then this LePew administration kicks him when he’s down. Please tell his wife to write “Deceased” on all the correspondence addressed to your friend, send it back, then work on taking care of herself. I am approaching my 5th year as a lung cancer survivor and haven’t had to rely on this broken system yet. When I wonder why my life has been spared (so far), I remind myself that it is to call attention to what the Tea Party is doing to this state and this country.

I’m sure your mother has better things to do than to answer questions from that far back,TLMMSW. Maybe this trick would help: when a family member of mine was taking care of an alzheimers parent 24/7 and got bothered by calls asking for her, I told him to hand her the ‘phone and go about his business until they caught on. If DHHS still calls your Mom about things involving your Dad, tell her to advise them to hang on while she looks for him. Maybe much later, she’ll go back to a dial tone, indicating they got tired of waiting…just as she must get tired of doing their jobs for them.
DHHS is messed up, helping my friends wife, he was to ill, we went to DHHS AT 8:00 am, the person sitting at the desk told us they don’t start signing people up until 9:00, so for 45 minutes we sat there watching this person getting paid for 45 minutes to do absolutely nothing, then she never got to see her case worker, guess you get a different one on every peice of paper you get from them, she finally got to talk to someone who knew nothing about her husbands case. ive seen blind people more organized, (no disrespect to any one thats blind), very sad.

I have the same complaint with regard to insurance companes arguing with patients and/or care givers about what tests they are going to allow or what prescription they will cover when they don’t know what they are talking about.

If your in northern Maine do you see many jobs, I don’t, im in the north woods 7 days a week cutting wood,watching the logging industry go to hell, all our sawmills gone to canada, sardine factorys, gone shoe factorys, gone textile plants ,gone manufacturing, gone. very few jobs, I feel sorry for young people looking for work,there is none, can’t imagine what its going to be like here in 50 years, yes some people do abuse the system but alot of elderly and disabled and sick people need help, don’t know where the moneys going to come from, would be nice if the rich would help, but there to busy enjoying life to care about the poor

Don’t feel bad about being on mainecare, you can’t help when your body fails or wears out, this system was put in place to help. yes, alot of people are upset about having money taken out of ther checks to help pay, they wealthy sure aren’t going to help or pay, I pay hundreds every month,its something we all have to do, when we are unable to work the next generation will pay for us, people should be damn thankful there health is good enough that they can work, I go to work every day wearing my body out in the northwoods, its the job Iv’e been doing my whole life.if I don’t die in the woods i’d like to think theres a plan like mainecare to help me survive should I become unable to work or get health problems,
