U.S. Sen. Olympia Snowe stunned Maine’s political establishment on Tuesday by announcing she would not seek re-election in a decision likely to have ramifications on both congressional races here and on the battle for control of the U.S. Senate.
Snowe, a moderate Republican who wields considerable power on Capitol Hill, said she reluctantly came to her decision to end her 33-year career in Congress after determining that the partisanship that dominates Washington, D.C., was unlikely to change. But the surprise announcement appears to have upended Maine’s other major elections.
Both Democratic U.S. Reps. Chellie Pingree and Mike Michaud as well as Michaud’s challenger this November, Republican Senate President Kevin Raye, indicated that they were all now eyeing Snowe’s seat. And other candidates are likely to join the first race for an open Senate seat in Maine since 1996.
“It’s going to be incredibly interesting to watch how this thing plays out,” said University of Maine political scientist Mark Brewer. “There are all kinds of wheels turning across the state right now among high-profile politicians.”
Snowe, who would have been seeking a fourth term this November, said she and her husband, former Maine Gov. John McKernan, were in good health and that she had little doubt she would have won re-election. But Snowe, 65, also spoke to the partisan rancor that has come to characterize Washington.
“However, what I have had to consider is how productive an additional term would be,” she said in a statement. “Unfortunately, I do not realistically expect the partisanship of recent years in the Senate to change over the short term. So at this stage of my tenure in public service, I have concluded that I am not prepared to commit myself to an additional six years in the Senate, which is what a fourth term would entail.”
Snowe added that she believed the country needed solutions to unite people and that “I believe there are unique opportunities to build support for that change from outside the United States Senate.”
Although popular among many Mainers — including a substantial portion of Democrats, according to recent polls — Snowe has been criticized by some in the GOP for her willingness to cross party lines.
She was booed by some attending a Republican caucus in Bangor earlier this month. Her long-shot challengers in the Senate race, Republican Scott D’Amboise and recent independent Andrew Ian Dodge, have criticized her voting record and questioned her fiscal conservatism. And calls for “Snowe removal” have been popular among some Maine tea party members.
Despite the criticisms, many pundits believed Snowe would handily win re-election this November.
Until Tuesday, Snowe had never given any indication — publicly, at least — that she did not hope to serve another term in the Senate. She had hired a campaign staff, appeared at GOP caucus meetings throughout the state earlier this month and had amassed a campaign war chest of more than $3.4 million as of the end of December.
Fellow GOP Sen. Susan Collins of Maine called Snowe’s decision a “complete surprise.”
President Barack Obama also weighed in, joining a chorus of political leaders from all parties praising Snowe for her service. It was the first such presidential statement by Obama for a retiring Republican, according to veteran NBC reporter Chuck Todd.
“From her unwavering support for our troops, to her efforts to reform Wall Street, to fighting for Maine’s small businesses, Senator Snowe’s career demonstrates how much can be accomplished when leaders from both parties come together to do the right thing for the American people,” Obama said. “Michelle and I join Mainers in thanking Senator Snowe for her service, and we wish her and her family all the best in the future.”
Snowe’s announcement also took Republican leaders completely by surprise; she informed Senate Minority Leader Mitch McConnell and National Republican Senatorial Committee Chairman John Cornyn of her decision Tuesday, The Washington Post reported, quoting a person familiar with the decision.
Gov. Paul LePage said he was saddened to learn Tuesday that Snowe would not not seek re-election.
Snowe’s announcement is a boost to Democrats who suddenly have a shot at a seat that was widely considered to be relatively safe for Republicans.
Democrats now hold a 51-47 majority in the Senate with two independents who caucus with the Democrats. Democrats are trying to hold on to seven seats in which the incumbents are not seeking re-election. Republicans now are fighting to hold three open seats, including Snowe’s.
The announcement leaves D’Amboise of Lisbon Falls as the sole GOP candidate at the moment for Snowe’s seat after Dodge of Harpswell announced on Feb. 21 that he was unenrolling from the GOP and would run as an independent.
Four Democrats — former Secretary of State Matthew Dunlap, state Rep. Jon Hinck of Portland, state Sen. Cynthia Dill of Cape Elizabeth and Benjamin Pollard, a Portland home builder — will compete in a June primary.
But Charlie Webster, chairman of the Maine Republican Party, was among many on Tuesday who predicted that Snowe’s sudden withdrawal changes everything in Maine’s Senate race and potentially the two U.S. House races as well.
“There is no question that somebody will step forward that will be a legitimate candidate both for Republicans and Democrats,” Webster said in a phone interview. “I don’t think D’Amboise will be our candidate and I don’t believe that Hinck or Dunlap or Dill will be their candidate either.”
Maine’s two Democratic U.S. House representatives — Michaud and Pingree — are eyeing Snowe’s seat now that she is stepping aside, as is Raye, the Republican Senate president who served as Snowe’s chief of staff in Washington.
Michaud was the most forthright about his ambitions Tuesday.
“I’ve been extremely humbled by the outpouring of encouragement I’ve received from all over our state to run for the Senate,” he said in a statement..
“After almost five terms in the U.S. House of Representatives fighting to extend veterans services to all parts of Maine, rebuild our infrastructure and make sure that our economy works for small businesses and hardworking families, I’m seriously considering entering the race. I plan to make a final decision in the coming days.”
“In light of Olympia’s decision, my wife Karen and I will carefully weigh our plans for 2012,” Raye said in a statement.
Pingree also left the door open to a Senate run.
“This upcoming election is critical to the future of our working families around the country, and in the coming days I will carefully consider how I can best serve the people of Maine,” she said in a statement.
Asked who he believes could step into the GOP race, Webster said he was not sure but added: “I’m sure it will all shake out in the next 48 hours.”
The clock is indeed ticking for other candidates to jump into race. To qualify for the primary ballot, candidates for the Senate must submit 2,000 petition signatures from registered Maine voters to the Maine Secretary of State’s Office by 5 p.m. Thursday, March 15.
Christian Potholm, a longtime political observer, author and pollster at Bowdoin College, said he was “very surprised” by Snowe’s announcement, adding that he believed she likely would have won re-election with 60 percent of the vote in both the primary and the general election.
“I think it is too bad for Maine and bad for the Republican party,” Potholm said. He predicted Snowe’s decision could “open things up” in the Democratic primary for Snowe’s seat and could affect the Republican ticket as well.
Indeed, the Democratic Senatorial Campaign Committee — the party’s national campaign arm for U.S. Senate seats — wasted no time on Tuesday declaring Maine as a key battleground.
“Maine is now a top pick-up opportunity for Senate Democrats,” committee executive director Guy Cecil said in a statement. “If there is one place in the country that is likely to reject the extreme, anti-middle class, divisive Republican agenda it is Maine.”
Snowe earned a reputation as an independent voice in her 33 years in Congress, but was frustrated by the sharp partisanship and gridlock that has come to characterize the upper chamber recently. She was the only Republican who voted for a version of President Obama’s health care overhaul, joining Democrats and casting a vote for the plan in the Senate Finance Committee. She came under intense criticism from conservatives, even after she voted with the GOP to oppose the final legislation.
She epitomized the Northeast centrist Republican, a rare breed in a Senate increasingly dominated by Southern Republicans.
“She comes from a line of moderate Republicans from John Chafee to John Heinz that made really working across the aisle a virtue,” said Sen. John Kerry, D-Mass. “It’s been really sad to see that virtue derided in so many Republican primaries the last couple years.”
Republican Sen. Scott Brown of Massachusetts called Snowe a voice of reason in the Senate.
“We all are going to miss her independence and her ability to build bridges on some of the toughest issues,” he said.
Snowe first was elected to the Maine Legislature in 1973, filling the position after her first husband, Peter Snowe, died while in office. She became the youngest Republican woman in U.S. history to be elected to the U.S. House of Representatives in 1978. Snowe won election to the U.S. Senate in 1994, becoming the first woman to serve in both chambers of Congress and a state legislature. She has never lost a re-election bid.

She surrendered her independence soon after she got the Recovery Act watered down and then voted for it. From that point on, she voted in lockstep with every other Republican Senator in her party on almost every bill and every filibuster.
I wonder if Charlie Webster has checked with Grover Norquist to see if their is a viabel replacement candidate? Olympia at least had the strength to not sign the Norquist pledge.
Everyone posting here is missing that at least, with Snowe, Maine had a seasoned senator who had access to important committees. As a rural and poor state, that was something. Now, we are rural, poor, and our voice in Washington just got that much more drowned out by the crowd.
Don’t blame her for leaving–probably the greatest testament to her sanity and ability is that she is throwing in the towel on a Congress that subscribes to ideoglogy rather than reason.

How do you come to that conclusion?
Well, if the object is to achieve a plurality, you have to consider how people would vote in a runoff. Supporters of Merrill and LaMarche would likely vote for Baldacci, reinforcing his victory. In the case of LaPage, supporters of Mitchell would have likely voted for Cutler, denying the big guy the governorship. Of course, we’ll never know unless we enact INSTANT RUNOFF BALLOTING, which we need to keep farces like LaPage out of office.
I’d might agree with you if LePage hadn’t succeeded Baldi as Gov… Herman Munster would have been an improvement in that case.

If Baldacci had gone head to head with Chandler Woodcock in 06 he’d have beaten him soundly and you know it. Woodcock only got 30%. The progressive to moderate vote was split with Barbara Merrill and Pat Lamarche in that race. In 2010, Cutler and Mitchell again split the progressive/moderate vote thus throwing it to LeBuffoon in that circumstance. In both cases the progressive to moderate majority in Maine rejected the GOPer overwhelmingly.
I guess that 61% against is still a vast majority

Your logic is silly. With multiple candidates, you have to look at ideology and not individuals to see where the electorate really was. In all these recent gubernatorial races, the progressive/moderate majority “won”, even in 2010 with LeBuffoon who got 38%. That is because Cutler and Mitchell split the 61% progressive/moderate majority that rejected LeBuffoon. If Maine had a run-off law, Baldacci would have handily beaten Chandler Woodcock head to head in 06, and Cutler would have handily beaten LeBuffoon in 2010. And you know it.
Actually, liberals voted for the Democrat or Green candidate when King ran and for an independent or Green candidate when Baldacci ran.

Perot didn’t win Maine in 92 or 96. Clinton won both years in both congressional districts. Perot took second in the second congressional district in 92. Don’t invent facts to make up for your failing memory. Exit polls in 92 and 96 show that Clinton would have won a two way race. Perot voters would have split slightly in his favor.
Should he run, Michaud would have Baldi for lunch in any primary.

Statistically, you are wrong. There is a very slight correlation between income and party affiliation. Exit polls from the 2006 off-year elections showed that those who earned less than $10o,000 voted 55-43 Democratic and those who earned more than $100,000 voted 47-52 Democratic. Well over half of those earning less than $100,000 pay income taxes (and a host of other taxes which almost all citizens pay, such as sales, excise, FICA and property taxes) and the 52% of those earning over $100,000 who voted Republican definitely include independents and non-Tea Party Republicans. Conservative Republicans likely account for no more than 25-30% of those who pay income taxes.
The more pronounced correlation is between education level and party affiliation. Those with graduate degrees of any kind are the most likely to vote Democratic. Those who didn’t get more than a year or two of college are the most likely to vote Republican.
That explains why Rick is so afraid of smart college educated people.His base is those that failed in life.And yes I know Rick has degrees-wonder if he got some handy student loans,etc?Hmmm?

For months now we have heard from the radical right tea party crowd how Olympia needed to be defeated. We kept hearing that it was time for the RINO to go. She just didn’t measure up to their tea party desires. She was a practical lock for re-election, but having the seat in Republican control just wasn’t enough. With the tea party crowd you are either all in or else you are a “commie”, “traitor”, “socialist” or what ever other vile name they happen to be slinging around. There is no such thing as a slice of pie with this bunch. Either they get the entire pie or else they do not want any pie at all. Pretty much like a two year old. It is all or nothing. Well now the tea party crowd has gotten their wish. No more RINO no siree. Olympia will be gone and taking her place in a seat long held by Republicans will more then likely be a Democrat.

I saw Sen Snowe in a DC store and addressed her by name. She asked how I knew who she was and when I said I had lived in ME for 10 years, she thanked me for supporting her. I told here I was a Dem and had spend a lot of money and energy trying to defeat her. She smiled graciously, laughed and said she thanked me anyway. Her stepping down is a loss to ME and to our country.
That’s too bad. I actually respected her and voted for her every time.
On the good side, the Tea Partiers will throw up a candidate along the likes of the current GOP presidential hopefuls, and we’ll get another Democrat back in the Senate. This is very good.
And for those that think the opposite will happen, and you’ll get a Tea Party friendly senator, think again. Or rather just look to the recent results in a heavily republican local senate district in the vote to fill Sen. Trahan’s vacated seat.

I’m from away and never had the opportunity to vote for Sen. Snowe. It’s the nation’s loss that such a reasonable and dedicated public servant is stepping away from Congress. Having had many opportunities to work with her on small business issues, she was not only chair of the senate entrepreneurship committee, she was a tireless champion for their causes. Tbough I disagreed with her positions on most issues, she was always principled.

the most powerful moderates in the Senate realizes that the infantile

step away and find another route for public service. People with real
intelligence and with a moderate and cooperative stance on issues are

This is so sudden. No one seemed to know this was coming. Makes you wonder what happened to bring this on so late in the election cycle. The Republicans are going to have to scramble in order to field a serious candidate before Mar 15th.
Just a couple of observations.
First, note that when speaking of cooperation between parties it is always falls on “moderate” Republicans to make compromises with the Democrats to have legislation go forward. How come you never hear about the dearth of moderate and conservative Democrats willing to compromise? That is because the logjam in DC was created when the Democratic Party purged itself of anyone remotely moderate or conservative.
Second, if Raye or Michaud or any other vulture wants to enter the race this late, they have to get their 2K signatures to Augusta by 15 March.
Third, does anyone really believe that lame reason Snowe gave–sounds like another Snowe Job? I believe that Snowe knew she was going to lose the primary and the idea of her winning the election with 60% is absurd. From my experience at the GOP Caucuses most the participants were not going to vote for her in the Primary and if, by some miracle she won the primary they wouldn’t vote for her in the fall election. I am sure polling showed her losing in Maine and that is why she quit. The only other explanation is that her opponent has some good dirt on her or her husband. Just my thoughts on this issue.

I am very sad to hear that Olympia is now going to retire. She has been a good Senator and role model for women. I am not a registered republican, but I always have voted for her as I have alot of respect for her. I think she has worked very hard in her career. Now, she will get to enjoy some quality time with her husband and not be a part of the stupid bickering that goes on. I think it’s absolutely ridiculous for either party to think that they can have it all or nothing. That is not what life is about, life is about compromises. It’s like marriage, some days the scales tip more one way than the other, the next day they may be in the middle, and then they may tip in the opposite direction for a few days, but they somehow find their way back in the middle. There is not one negative opinion here that is going to change the way I feel about Olympia Snowe.

Senator Snowe has indeed had a long and distinguished career however since 2008 it has been distinguished by her lockstep with republican obstructionism. I take her at her word that she is tired of the partisan baloney. She has contributed to much of it herself. It was clear to anyone watching her these last years that what was most important to her was her power. In my opinion it is right for her to go now. It is really too bad that she did not have the integrity to challenge the republican far right wing agenda these last years rather than flailing around and blaming anyone in sight.
Excellent work Sentator Snowe. You have made Maine, women and Bangorians very proud. Your work with the Bush family will always be remembered.

She voted for massive expansions in the size of the government; she supported the radical debt financed invasions of Iraq to support a “global democratic revolution”; she supported Clinton’s allying with Al Qeada in Kosovo to bomb Orthodox Christians in Serbia; she voted to increase the debt ceiling time and time again. She funded all sorts of radical cultural causes.
This is called a moderate in Washington Speak I guess–which means consistent supporter of War and Welfare.
