AUGUSTA, Maine — Members of the Waldo County GOP Committee voted Tuesday evening to recommend a censure of Maine Republican Party Chairman Charlie Webster for his handling of the party’s presidential caucuses.

Raymond St. Onge, who leads the Waldo County GOP, said the initial motion was to call for a vote of no confidence in Webster and a recommendation that he step down from his post. That motion was amended to recommend a censure instead. The amended motion passed by a strong majority, St. Onge said.

The censure recommendation will be taken up at the state GOP committee meeting on March 10. A censure is essentially a nonbinding but public slap on the wrist.

Webster is under fire for his handling of the Republican caucuses, particularly Saturday’s announcement that former Massachusetts Gov. Mitt Romney had narrowly defeated Texas Congressman Ron Paul in the state’s presidential preference poll.

When the announcement was made on Saturday, a number of communities — including all of Washington County — had not held caucuses and their results were not counted. Additionally, Waldo County Republicans discovered that some of the county’s votes were not counted either, even though most communities there caucused well before the Feb. 11 deadline.

St. Onge said he sent the Waldo County poll results to the state party on Feb. 7. When he asked party officials why those votes were not included in the results announced Saturday, St. Onge said he was told it was a clerical error.

Waterville also was omitted from the results, even though the city also caucused early.

“What I tell people is: I’m not going to fire or discipline my staff for clerical errors,” Webster said Wednesday, acknowledging that mistakes were made.

Webster has said that the state party committee will discuss the caucus process at the March 10 meeting, but he doesn’t believe that including all state votes will change the outcome. He also has said that he will not release updated numbers until that March meeting.

“The bigger discussion will be about whether we should do this type of caucus again,” the GOP chairman said.

Including Waldo County’s numbers would add a couple dozen votes to Paul, but the margin of victory announced Saturday was 194 votes. Washington County Republicans would have to be strong for Paul in order for him to overtake Romney.

St. Onge said he doesn’t have a strong opinion on whether Webster should step down but said he hopes the media chaos ends soon.

Webster said he has been around long enough to weather criticism and calls for his resignation.

“If people were saying ‘he can’t raise money, he can’t raise candidates or he doesn’t speak for the party,’ then I’d consider it,” he said. “That’s not the case here.”

The state Republican party chairman in Iowa stepped down in the wake of a similar controversy earlier this year. Iowa initially awarded its caucus win to Romney only to discover about two weeks later that former Pennsylvania Sen. Rick Santorum actually had won.

    Managing Dissent in Chicago

    As the G8/NATO summits
    approach, activists protest restrictive new rules–and
    prepare for the spotlight.

    The U.S. Constitution
    guarantees freedom of speech and assembly, but not
    freedom from the capricious dictates of the
    Chicago Police Department and the Secret Service.

    CHICAGO–Although the world’s most powerful man
    calls Chicago home, the city’s boosters still have a
    chip on their shoulder. In 2009, their bid for the
    2016 Olympics ended in failure, but Mayor Rahm
    Emanuel has convinced his old boss, Barack Obama, to
    let Chicago host the G8 and NATO summits in May. The
    stage is now set: Leaders of the military alliance
    and “Group of Eight” rich countries haven’t met in
    the same place at the same time since 1977.
    “If you want to be a global city, you’ve got to
    act like a global city,” Lori Healey, executive
    director of the Chicago G8 & NATO host committee
    and a leader of the city’s Olympic bid, said in
    January. But as activists have learned, cities
    playing their global role tend to systematically
    squelch dissent. The U.S. Constitution guarantees
    freedom of speech and assembly, but not freedom from
    the capricious dictates of the Chicago Police
    Department and the Secret Service, which could
    nullify protest permits immediately before the
    summits.
    On January 18, the Chicago City Council
    overwhelmingly passed two ordinances pushed by
    Emanuel that restrict protest rules and expand the
    mayor’s power to police the summits. Among other
    things, they increase fines for violating parade
    rules, allow the city to deputize police officers
    from outside Chicago for temporary duty and change
    the requirements for obtaining protest permits.
    Large signs and banners must now be approved,
    sidewalk protests require a permit, and permission
    for “large parades” will only be granted to those
    with a $1 million liability insurance policy. These
    are permanent changes in city law.

        By the way, Obama never bombed 6 countries. Your buddy Bush took us to war against false pretences declared war without Congress voting which was un-constitutional. Broke our laws not to torture people under our own Geneva Convention that we all swore to uphold since WW II.

        Under Bush he increased our debt 89%  in eight years. Obama’s increase is 32% in 3 1/2 years. So who is spending your childrens money? But Reagan increased it 115% in eight years and he is my so called parties hero….Oh well, facts don’t stretch the truth. People do with their own spin….

        The changes proposed in Iraq by Bush and Cheney are still being worked out by the tribes. Afghanistan hasn’t changed one iota. Don’t expect any immediate changes.   Libya was grateful – at least the Rebels were.  Egypt is disentangling itself from a military-civilian government mix up.  Iran is warming up its nuclear weapons.  But we haven’t bombed them  – yet. Believe we’re going to let the Israelis have the first shot.

        Radically changing world.  Trying to shake the two trillion dollar -Iraq Afghanistan -deficit  is a major challenge whilst trying to bolster a struggling economy as teapubulicans block all attempts at recovery.

The whole thing was crap here in the county all we got for notice to vote was an eight by eleven white paper tacked on the wall at our general store telling of the places to veto for certain towns to vote at.No news ads no radio ads.since I like many in my town only get to the store 1 time a week the voteing was over once we saw the paper.For crook sake all the other primarys get weeks of news before the veto.For us in the county it is like we are not part of maine ,the candidates never come up here(susan collins comes as she has a multimillion dollar building supply biz and family).

      The Maine GOP caucuses were well advertised on tv and radio as to the deadline on February 11.  They even made national news.

      I assume you are a member of your town GOP committee, and were helping to put on and advertise your caucus, because all of them all over the state were handled by volunteers, including inviting candidates or their representatives to speak.  I am sure, Jeff, that you were helping with that, also.

  11. A primary system vote would not have been cancelled due to weather. This  caucus system is a joke far beyond Mr. Websters role.

    1. No system is perfect, but the caucus system is the most transparent and interactive. The maneuvers to hide the count were thwarted in some areas by citizens making a motion to maintain the traditional public counting. This is where actual evidence of misreporting is coming from.

      I like the caucus system and think paper ballots (or receipts) are essential for vote integrity. “Trust, but Verify!” 

      I would still like to know more about Aroostock County. It was counted in a lump sum on the spreadsheet and the cited turnout looks light from reports I’ve heard…The moral fall of the status quo GOP is sad to watch, luckily it is countered by the righteous rise of the Ron Paul r3VOLution.   20. It sounds like there wasn’t enough support for a measure asking for his resignation so they downgraded it to the censure.  If so then it’s very disheartening that not enough people saw this vote suppression for the serious thing that it is.

  21. What about the votes that were incorrectly counted after they were sent in in order to change it so Romney had the lead over the others? Oh yeah, that’s why Ron Paul still won’t win after the votes are done being counted, because they can just change them to Romney anyway. Of course he hopes it dies down, that way him and his goons can keep getting away with voter fraud and the 1% can keep getting their candidate elected every time.

What makes you think votes were incorrectly counted?  Everyone who attended a caucus had his vote counted and knew what the count was before he left.  The votes for each caucus are listed on the maine gop website.  If you see that they are different from what happened in your town, that is one thing.  If you are simply making a rant about something that hasn’t happened, you should be ashamed.  

      It was not Ron Paul who had the wrong results published in Iowa.  It was Rick Santorum, the only real Conservative in the race.

        And, yes, it’s not just Paul getting this treatment, it’s Santorum– there was quite a bit of people upset over Iowa. I don’t really care much for the guy– he’s better than Romney though! Though his record proves that he is not the real Conservative, so I’m not sure how you can claim he is. The most conservative person up there is Paul and he has a record to prove that so if that’s what you want is a real conservative then you should be voting Paul instead of just parroting what the media tells you about Santorum.

        1. I like Ron Paul.  I have known him since about 2003, when I met him at a Gun Rights Policy Conference.  However, he is not a Conservative he is a Libertarian.  There is a massive difference, but it does not compare with the differences between either or them and Moderate or Liberal.

          When you are judging a candidate with a record, it is sometimes necessary to go beyond vote counting.  You need to find out why certain questionable votes went the way they did.  On all the counts I checked with Santorum the reasoning was sound.  There were things inside bills that either poisoned something that would have seemed approvable, or pieces that were very good in the long run enclosed in a distasteful package.  It is very hard to find purity in any legislature and/or legislation.  

          But I have learned that when the reaction to someone I like the majority of the time is ‘How could you do this?’ there is often a good answer.  Which is one reason I would like to see most legislation eliminated.

Man is head of his household and what he says goes, woman don’t have a vote….This man runs around blaming others for infringing on his faith, but he is the same one going around telling you that if you are not a born again Christian that you aren’t worth anything, a disgrace. Woman don’t have a right to protect themselves from HIV or disease and not to use contriseption. Just one thing after another…..This is the same reason he lost his Senate seat in PA by 18 percentage points because he is too extreme with his religious views. He has already lost the independant votes…..people don’t want a guy who is going to rely on the almight God to make decisions on running this country. That’s why he gave everyone of us a tool between both our ears…a brain so we can think for ourselves. If Rick becomes the nominee for my party, they will have a broker convention and Jeb Bush or someone else will step in and save the Republican Party from Rick S.

I have learned that there were votes that were reported and not recorded.  They were not changed, just not recorded.  Hopefully, since all votes were turned in there will be a recount.  Everyone who caucused should pay attention to what the numbers are when they are listed, because everyone knows the results of their own caucus.

By the time they come out and admit that it was Ron Paul that won in Maine, Mitt will have already capitalized on it, again.  He wins even when he loses!

        A vast ammount of Maine conservative voters, politicians and groups want to see Ron Paul state his opposition to the Quimby National Park.

        As I have said, if none of the GOP candidates will take a position on this,,, I just wont vote….!

Good lord man, read “Liberty Defined” by Ron Paul wherein he has a chapter devoted specifically to government ownership of land (i.e. Public Land).  In the chapter he discusses the fact that he does not support the expansion of the National Park system, therefore, he DOES NOT support Quimby’s park, or anyone else’s ideas on creating new national parks.  His position is clear, now pull your head out of the sand and do some reading for crying out loud….your constant rambling about a non-issue that has been thouroughly addresses in a nationally published book is really starting to get sad at this point.  The term , ‘willfully ignorant’ is more and more applicable to you with every post …

        Mitt says he would have let the major auto industry go bankrupt.   Well, he did the other day – I can’t keep up with his changes.   In any case, he preferred to dump  thousands of auto workers into the streets and have them  attempt to get on the  unemployment roles, than having the government shore up the industry and keep them on the job.  

        GM and Chrysler were saved.  Ford was able to stand alone.  All three are still changing production methods and products.   And, it’s paying off.  The money is being paid back, too. 

        There are major differences. The republicans hold the edge in Change.   Their changes occur  each day as they struggle to rectify what they said the day before.

No, I am advocating following rules that pertain to certain activities.  The Republican Caucus in Maine was to be held during the week ending on February 11 and all reporting was to be done by a particular time in the evening of February 11 so that there would be one announcement, and not a trickle through that would be ignored by the media and public.

          The timing was well-advertised to the town chairmen and the method of calling a caucus also available to others should no one call a caucus in their town.  

          Following rules and guidelines and regulations is not a bad thing to do.  It is not blind obedience (and no kind of bowing down.  We leave that to others.) It is simply a way to get along in society.  No rules is called anarchy, and only the strong survive in anarchy.  Good societies find ways of protecting everyone and allowing everyone to flourish.

          If you decide to cast your vote in the general election next November the DAY AFTER everyone else, you may…but don’t whine that it doesn’t get counted.

    …As someone who attended the meeting, I’d have to say calling for his removal from our perspective would have been a little extreme considering the only thing the Waldo GOP was concerned about was the uncounted vote from caucuses that have happened SO FAR (Washington County is yet to take place). Much of this uncounted vote barely swings the margin in RP’s favor, and Rick Santorum actually won the tally of unreported votes from Waldo County…

    Now if after this weekend somehow RP gets enough votes in Washington and Hancock county to change the outcome of the caucus, and Webster STILL does not include those votes, then that may be grounds for giving him the heave-ho… just my two cents.

  35. Newspapers and TV newscasters have been calling the winners for years with the same kind of results. Often they base it on exit polls which do not include every voter nor every region. Because of these news outlets/media some voters don’t even bother going out to vote. Why vote in Hawaii when the national news outlets in the East already are heralding a winner? Sometimes if those out west were to ignore the national news casts via the internet, the outcome of the election would be different. Here in Maine Webster did the same thing—ignore some of the regions and declare a winner who, in fact, may not have been a winner at all. Romney was already given one state win when Santorum was the actual winner.

    Get rid of the hype of the media and all their interference; wait for the actual counts to be given. Stop declaring results without the count being completed. Let American voters make the decision without the media playing a huge part in the outcome.

    Even all the hype about which Republican candidate could beat Obama is nonsense. Allow the GOP to conduct the primaries without the power of suggestion, news media suggestion, to guide who should be nominated. Some voters are swayed by the opinion of the media without relying on their own research into who is the best candidate, who best reflects the way they want this country to go.

    Maine should count the actual votes and publish the results.

Hey, Penobscot County caucused on FEBRUARY 4.  They built in a snow date.  Penobscot’s Republicans are clearly smarter than Washington County’s.  Why in the heck would you caucus on the deadline date as if you were in Southern rarely-snows Maine?  If everyone did it like Penobscot, there wouldn’t be this problem, and the Waldo missing towns would be the only issue.

I don’t have any trouble with comprehension when I am reading a paragraph written in complete sentences.  Capitalization and punctuation helps also when trying to get across your point.  As part of the working class I can tell you that the problem lies in the amount of money being spent.  When a balance is less than zero, then it means there is no more money and cuts need to be made.  Businesses are the means to the money.  No businesses equals no money.  That means that welfare etc will be finished.  If you were to research the amount of welfare fraud going on instead of just flat out denying that it happens it would be very helpful to your arguement.

I asked specifically if they’d count and they both said YES.  Also, at the Ellsworth caucus the people speaking on behalf of the candidates were told in advance that they would get 3 minutes to talk about their candidates. When the speeches started, the first was on behalf of Ron Paul and Ms. Thomson announced as he was approaching the podium…”two minutes” , he rushed through his speech but all the others were allowed to ramble forever. Blatant unfairness.  I am embarrassed to be a republican in the State of Maine after this fiasco and look forward to renewing my independent status after the election in November.

Ben Swann has reported last night, after speaking to several cacus chairmen that numbers have been reported in Mitt Romneys favor or have not been reported at all. Ron Paul currently leads by 10 points. Regardless if they count the outstanding counties Ron Paul has won and if they haven’t corrected the result by Saturday a large group of people will file a lawsuit.

I went to the town office several times no note on the building or anything. By the time I found out where to vote they said I was 10 minutes too late.   55.                 Having followed the disastrous
    Iowa caucuses, I felt the annoyance that Iowans must have felt, for Iowa is
    famous for its caucus, and the whole country (or at least those who care about
    politics) had its eyes to Iowa, and Iowa declared Mitt Romney as the winner,
    only to announce in a whisper that in fact Rick Santorum had carried that day,
    three weeks prior!  You must wonder how
    the state officials fought with their conscience, an internal monologue: “gosh,
    this is embarrassing.  That darn thing
    they call democracy and the integrity of the vote, oh and counting, darn that
    too.”  In the end the State of Iowa did
    the right thing.  No influence would
    disrupt the integrity of the vote.

                    As a Mainer, I am sad to say
    that I believe Maine failed where Iowa succeeded.  The GOP and Charlie Webster appear to have
    caved to the TV cameras, and possibly to the Romney supporters.  Yes, it is just a beauty contest as Mr.
    Webster  was so careful to point.  And maybe this was intended to weather the
    storm that Charlie Webster knew was coming. 
    But the announcement was made, Mitt Romney was the winner.  The clearly biased Romney crowd went
    wild.  Charlie gave em what they
    wanted.  He gave the CNN’s of the world
    what they wanted, for surely he couldn’t send home all those national political
    correspondents with an empty feeling, with no closure.

                    The first question Charlie
    Webster was asked on live TV on CNN was about the missing votes.  What happened?  Couldn’t this have been the difference for
    Ron Paul?  All great questions from a
    common sense reporter who was obviously confused as to why what seemed a very
    important moment was handled with such carelessness, with such finality when
    the results were incomplete.

                    What has become of us?  Do our caucuses mean anything?  How is it that our system of caucuses lasts
    two weeks long but not all of the meetings are held?  How could we do this to Ron Paul, a Texan who
    proved himself a real American by way of his commitment to this State.

                    I’m not sure who to blame for
    all of this.  Charlie Webster is the fall
    guy.  Maybe it’s the whole Maine GOP.  Maybe we could even blame Washington County
    for canceling the caucuses when it’s not clear whether that was necessary or
    the correct decision.  Yes, the political
    junkies wanted results on that Saturday night and so did TV producers for their
    live broadcasts.  What I’d like to know
    is when did ‘putting on a good show’ for the media became more important than
    the integrity of our electoral system and the foundations of our democracy?

As a Mainiac who now lives “away”, I have always been proud of the super clean elections that Maine  runs.  I worked counting ballots many times and know how careful everyone always is.  I remember the guy who went to jail for being in a room in Augusta with ballots to be recounted. He was not accused of doing anything to them, but went to jail for just being there.  And now we have this guy deciding basically just to count the votes the “establishment” likes.  Forget Washington County, forget Waldo County, forget the City of Waterville, forget whatever is inconvenient.   That is not how things are done in Maine.  He should be immediately removed from any leadership position in the Republican Party and sent packing.  All votes should then be counted and a winner announced. Period.

  59. I like Ron Paul, but  Ron Paul supporters show up at the caucuses in large groups. I had never seen most of them at any of our regular meetings.  Many of them I knew were Democrats and unenrolled.  There were Ron Paul supporters who didn’t register to participate, they just walked around with Ron Paul buttons trying to intimidate people to support Ron Paul  I know who they were, Democrats, there to cause trouble.

    I’m no fan of Charlie Webster, but he sure knows what skunks are.

I think Maine’s caucus system should be revamped!  I planned to vote for one of the GOP candidates, but I found that the caucus system was much more confusing than it needed to be, and I never did get to vote.  I thought I would be able to vote on Feb. 11th, but I found out that voting for my town happened to take place on Feb 4th at Husson.  Why doesn’t Maine have a primary system like so many other states, and hold primary elections in the towns where the residents live?  The caucus process seems to be a complete waste of time, as only a few party insiders are even involved in the selection of the party’s candidate for president.

    1. Maine had primaries for a few years but due to the “Cost of a Democracy” it was reverted back to the less expensive caucus process.

We need 535 independent farmers and fishermen in Washington or we better start learning to speak Chinese, we already owe them over a trillion. Our trade DEFICIT last year alone was $350 billion, or 350,000 million. At this rate, how long before we give them all our money? Buy American, vote independent, pay your FAIR share in taxes, and stay to hell out of ChinaMart while there is still one American left with a job.

Webster and the Republican party had the ability to insure that the members of their party were not left out.   They could have held up any announcement until all the Republican voters had the chance to caucus with their neighbors.    But make no mistake – – there is nothing “neighborly” about the Republican party – – – the question has to be asked —> IF THE REPUBLICANS DON’T EVEN CARE ABOUT THEIR NEIGHBORS RIGHT TO VOTE THEN HOW CAN AMERICA TRUST THEM AT ALL???   Did they learn this from Webster or the Chief Bully named LeRage.   I’m voting Democrat.

  75. Vote fraud isn’t new, and certainly isn’t limited to one party. Vested interests who control political processes have always used their influence to affect an outcome that will be favorable to them. The banksters, war profiteers, social “reformers”, and the old money interests win no matter if Obama gets four more years to play elected dictator, or if any of the Republicans EXCEPT for Ron Paul get to fill the position for a term. Ron is the only one of the bunch that is not wholly owned and operated by the new aristocracy.

  76. Charlie thinks he’s hurting Ron Paul…when he forces Paul into a 3rd party bid he’ll realize that he was a key element in bringing about the marginalization of the GOP.

    Good riddance as far as I’m concerned. Though I disagree with 60% of Dem philosphy, you have to give them credit for doing what the say even if you disagree. In the GOP’s case, they all claim to be “limited gov’t” and “less tax” people….but most don’t behave that way once elected. The GOP has become the party of liars so it’s time for new and REAL party of small gov’t.

  77. Straw poll or not,it speaks volumes as to what our votes stand for…they meen “nothing”.
    I hear it all the time from alot of voters,the entire voting system is a fraud …by design.
    Presidents are chosen not elected and it seems to be ok because most people have no idea of our constitution or the rules.
    I cannot understand why we as a people alow this to continue under fear of marshal law,my answer is “1776”

We Ron Paul supporters demand not only a re-count, but the resignation of the Maine GOP chariman, and a PUBLIC APOLOGY to Ron Paul.  Iowa, Nevada, and New Hampshire should follow suit since there was obvious vote manipulation going on in those states, too, thereby robbing Ron Paul of his rightful count.
