Millinocket falling short of Chinese student goal for September

MILLINOCKET, Maine — With seven of a possible 60 Chinese students committed to attending Stearns High School next month, school committee members will meet Tuesday to determine how best to run a reduced international student program, officials said Thursday.

It’s still possible that the program would have the full complement committee members hoped for. One of the 14 recruiters the committee has working for it in China has yet to deliver on promises he has made. He might still, but time is getting short, Superintendent Kenneth Smith said.

“He keeps saying yes, we will have these [student commitments], but we have no numbers so we are going to have the meeting and see what we are going to do,” committee Chairman Arnold Hopkins said.

Bad publicity about regional problems such as high regional unemployment and paper mill closures or the criticism offered on June 6 in the online version of The Global Times, a state-owned, state-operated newspaper in China — which school leaders sharply disputed — might be among the reasons parents who wanted their children attending Stearns have abruptly backed away, Smith said.

“If you go to stories [online] about the mills closing wherever they appear, they [parents] latch onto that,” Smith said Thursday. “But that’s not an excuse. Perhaps it’s an explanation of why all of a sudden some of these people aren’t coming.

“We have to be optimistic and say they might still come,” Smith added, “and we are going to give those kids that come the best experience they ever had.”

With Hopkins opposing, the committee voted 3-1 in March for a plan under which 60 high school-age Chinese students would attend Stearns and be housed locally, probably at a local hotel the system would lease for two years. Smith was to refine aspects of the plan that seemed vague or incorrectly estimated.

The idea for an international student program, which school leaders first discussed about 1½ years ago, is expected to earn the school system $24,000 tuition per student, or $1.4 million from 60 students. That would be enough to cover the program’s expenses and offset most of an enormous tax revenue loss caused by a revaluation of the Katahdin Avenue paper mill.

Adjusting the school department’s budget to cover the loss of anticipated revenue will be part of Tuesday’s meeting, Hopkins said. He believes that the budget can be adjusted without harming programs.

Several Maine high school systems and the University of Maine are launching international student programs featuring Chinese high schoolers. One of the largest programs is at Lee Academy, which draws almost 100 international students annually and just concluded a three-week summer program aimed at recruiting Chinese students for Lee or other Maine high schools or colleges.

Lee officials say that Chinese parents are very eager to send their children to American schools to learn English and learn about other cultures, as vast differences exist between American and Chinese classrooms and teaching styles.

No one is considering eliminating Millinocket’s international program, Hopkins said.

“No matter what, we will go with whatever number of students we have,” he said. “We feel we have a good program, and if we can get students here to experience our area and our program, word would get out and we would build on our program in this manner.”

While t he students were supposed to be housed at a local hotel, the Katahdin Inn, no lease has been signed, and the hotel’s owner has been sympathetic to the department’s situation, Hopkins said.

School officials probably can still get a lease with the hotel if the recruiter comes through with a large enough number of students. If not, several families have offered to host the international students.

Hopkins places no blame on Smith or on Suzanne Fox of Fox Intercultural Consulting Services, which is advising school officials on the international student program, for the lack of 60 student commitments. Fox recommended the recruiters, Hopkins said.

“They both approached this in good faith and they can only make their decisions based on what they are being told,” Hopkins said. “Understand, too, that we are dealing with a foreign government whose way of doing business and whose culture are very different from ours.”

Tuesday’s meeting at Stearns High School will start at 4 p.m.

    I guess they could always approach the new AOS down the road and ask about that. I did hear that they also dumped power school in favor of the program being provided for free to compliant schools but oops they aren’t compliant they are an exemption….one thing after another for them….like I said I wish them the best and hope that they figure something out soon…

    You mean Millinocket isn’t going to have another isolated community?  No ”Little China” for Millinocket it looks like… In reality it is sad for the students, this will not be the program that was paid for.   Give them them the option of a trip home and a refund, or give them the option to attend another school such as Lee.

Now just keep your fingers crossed the emergency funds come through from the state if not that is another $660,000 more or less that will have to be cut mid year.

    The state did say they would be sending the emergency funding to East too but East didn’t include it in their budget because the state doesn’t always do what they say they will. So, if the money comes to East they will have to figure out what to do with it not cut if it doesn’t come.

    Medway isn’t getting emergency funding. Their tax base didn’t experience the large decline East’s did.

    After being squeezed and pushed by out of staters, especially Chinese, who appear bereft of politeness for anyone except themselves, I’m glad they’re not coming to “share their culture” with us.  Asians are usually considered extremely polite.  But not the ones who go before you and the postcard racks, or, tell you to move over.  Not the ones who barrel into the store door you’re about to enter and try to shove you aside.

    After the incendiary remarks from the displaced American living in China about Millinocket, accompanied by rude comments from Maine’s own residents, Millinocket should thumb its nose at the proposal.   The town can survive without this bombast – and will.

    The displaced one wrote a widely circulated article degrading Millinocket without ever having stepped foot within the town.  Others degrade the town’s educational facililties without any knowledge whatsoever.

    Heads high Millinocket. Ignore this flak.

    well since East, Medway and Woodville formed an AOS there are no penalties for us.

    Millinocket got an exception and are not considered in compliance with the state. That is why they have no power school program this year. They chose to let theirs go and figured they could get the ‘free’ software from the state but they were told sorry you aren’t in compliance.

    I’m anxious to see if Schenck gets some funding for their building now that they are in compliance….that would be nice!

    All your child’s grades and assignments are on there. You can see if your child turned in their homework, how they did on the quiz or test they were studying for and what their grade is at any given point in time. You can also write to the teach and vice versa. Very helpful for parents to keep track of how their child is doing at school.

    The AOS that was created falls below the state law. Gov. LePage asked the Com. to allow it to which he did because of the economic situation. Millinockets exception came at a change in the law  not because the Gov. asked the Com. to allow it. Actually they are not in compliance, unless they changed the law again or it has over the correct level of students.

    The article you mention didn’t say anything that was dishonest-everything was debatable but certainly not deliberately false or misleading. If the truth made Millinocket look bad that sucks, however it can’t de described as “degrading.” Refer to the BDN article about this incident and you will see that town officials could only make slightly veiled attacks on the author’s supposed background or integrity as opposed to addressing his assessments.

    I would argue that town officials are being dishonest about their program and are trying to charge foreign students really high tuition to attend a very average (at best) school, in an attempt to balance the budget.

    Your last two sentences sound like the attitude someone takes to salvage their pride after getting rejected over a date proposal. It appears Chinese parents took some time looking into the options they have for such a costly investment and many are not taking the bait. Rejection hurts but the facts are what they are…I’m not surprised when models don’t want to date me.

    Dont feel sad for the children of Millinocket. And the nerve of you to use them in the agenda you have against Millinocket and it’s people. it’s us who could care less of what you have to say. Dont tell us they deserve better. We’ve done a good job takking care of our students thus far and will continue to do so. Perhaps your time would be better spent worrying about your own school dept. And keep your nose out of our business.

    This experience sounds a lot like Ken Smith’s promises and work quality on getting Machiasport out of its disfunctional school system! Big promises, some minor work and then a sell-out and a cave-in! My condolences to the Millinocket area for going through his typical routine! He wasted everyone’s time in Machiasport, had meetings, and then let the Department of Ed. tell us no way and left us holding the bag for being in something that wasn’t working. You won’t even see a fight from him as your program tanks!

    I stand behind my comments.   Millinocket, hopefully, will dump any plans to share their educational and host family facilities, along with their beautiful surroundings, with people who can only refer to Millinocket with scorn.

    I detest people who have never visited a place, yet somehow feel obliged to tear such places apart.  Even more  disgusting is to have Maine residents support such attacks.

    Millinocket cannot dump anyone who has figuratively, not agreed to date them. The Millinocket school swindle got rejected up-front. Your town wanted the Chinese, not the other way around. You can’t “share” facilities that you can’t pay for with the very people your town tried to swindle to fund those facilities.

    The plan was very simple-sell a product through misinformation and convince people to grossly overpay for a product. Thankfully this guy exposed some very obvious facts about the condition of the town and its schools that don’t require a visit to Millinocket to discover.

    The man did not “tear” Millinocket apart. He pointed out the truth and I think Chinese parents spending enormous amounts of money on a highly coveted American education should have access to the facts. The guy didn’t arbitrarily attack your poor little town. He most likely heard of a snake oil sale and wanted to warn consumers. I think the man did the fair thing…although with your obvious racism towards Asians I doubt you think the concept of fairness should be extended to them.

    Or you could not read what I write. Your loyalty to your community is laudable. But true loyalty would entail encouraging the community and its leaders to be realistic about the communities strengths and its challenges. Economic development and long-term success are not achieved through desperate gimmicks employed every time its time to pay the piper. I wish the community well but not at the expense of foreign families trying to do well by their children. Sorry that so deeply offends you…perhaps your screen name should be “feel12.”
