BANGOR, Maine — Former kindergarten teacher Rob Mocarsky kept a lot of costumes in his classroom at Forest Hills Consolidated Schools in Jackman so the 5- and 6-year-olds in his care could pretend to be pirates and fairy princesses. Often Mocarsky photographed the children playing dress-up with a school-owned camera and hung the photos up in the classroom.

The teacher, however, played favorites. Mocarsky asked four girls over two school years to stay after class and pose for some very different portraits, snapped with the same camera as the others. These pictures were not seen by other pupils playing dress-up. The teacher kept them all to himself, or so he thought.

These photographs are the reason Mocarsky will spend between 15 and 30 years in federal prison.

Mocarsky, 41, of Jackman waived indictment Wednesday in U.S. District Court in Bangor and pleaded guilty to one count of production of child pornography. U.S. District Judge John Woodcock ordered that the former teacher be held without bail pending his sentencing, expected to be scheduled in six to eight weeks.

“We’re glad this event is coming to a close,” said John Davis, superintendent of Regional School Unit 82 in Jackman. “We’re sorry that he found his way to do what he did. We’re glad that justice is being done, but there’s no reason to celebrate. He left behind a lot of victims.”

Mocarsky’s attorney, Robert E. Sandy Jr. of Waterville, said that it was important to keep in mind that Mocarsky’s actions did not involve a sexual act, did not involve force and no images were transmitted via email or an Internet website.

“Mr. Mocarsky, by making that plea, hoped to ensure that neither children, nor their families, nor staff at the school would have to face further proceedings, meaning a trial,” Sandy said.

The prosecution version of events to which Mocarksy pleaded guilty revealed details about the nature of the photographs, discovered in December after a parent complained to the principal that her 5-year-old daughter had been photographed inappropriately while the girl was dressed in a mini-skirt and halter top.

Investigators found photographs on an external hard drive at Mocarsky’s home that showed four girls, referred to in the prosecution version as Minors A, B, C and D, “engaging in lascivious displays of their genitals.”

Two of the girls were photographed in bikinis with the bottoms wedged in private areas, according to court documents. Mocarsky had the two others dress in fairy costumes — one blue, the other pink — without their underwear.

The focus of every photograph, according to the prosecution version of events, was each girl’s genitalia.

Two of the pupils in the photos were in Mocarsky’s class during the 2007-08 school year, and the other two he taught during the 2008-09 school year. The pictures taken in 2010 that alerted police to Mocarsky’s illegal photographs did not include the one taken in 2010 that led investigators to charge the teacher in March.

Although child pornography produced outside of Maine was found on Mocarsky’s computer, there is no evidence that he uploaded and shared the images he took of his former pupils, according to the U.S. Attorney’s Office.

Mocarsky faces a mandatory minimum of 15 years and a maximum of 30 years in federal prison for production of pornography and a fine of up to $250,000.

This man who should never be around children again. It’s so horrible when someone in a position to protect kids hurts them instead. Happening too often.

Those poor girls. I hope that they will be able to move on and not have this haunt them the rest of their lives. This man needs serious help

I love the last sentence in this article! “Mandatory minimum” of 15 years. I hope the judge shows no mercy and makes no exceptions when he/she makes their ruling and sentencing. It’s about time we keep people like this( poor excuse of a man) off the streets and locked away from society. In my opinion, it shouldn’t matter what your position in life is. Teacher, preacher, doctor or thug. If you use a child to serve as a way to satisfy your sick fetish, you need to be given the MAXIMUM sentence possible! I don’t care who you are. There is no excuse acceptable!

Kudos to the parent who complained and the principal who took it seriously enough to stop him before he went further—which he would have.

Does not matter whether or not he posted the pictures for people to see….what matters is that these young girls are messed up for life…these young girls will never forget what he made them do….never mind the fine…it will never be paid….keep him locked up for a long time so that he does not abuse anyone else….

This man was trusted with peoples children. I think he wanted to be a teacher just to get his kicks. Sick sick sick!!!!!!!!!!!!!!!!!

The defense attorney makes it sound like this guilty plea is a charitable act or something. As if Mocarsky is agreeing to a minimum of 15 years in order to spare some kids, teachers and parents the agony of 15-30 minutes on the witness stand. Like he’s doing that although the sentence is unjust and he doesn’t deserve it. We only get a brief description of the evidence here but that defense attorney gets to see it all. That’s why the guilty plea was entered. They didn’t want a jury to see that evidence.

This just don’t make any sense, Take an obscene picture of a kid and get a minimum 15 yrs. Molest and rape the same child repeatedly and only get 1 yr. I guess the feds take child sex crimes a lot more serious than our state prosecutors do. Maybe they should try all sex offenders in federal court.

If there is prison justice all the posters for that story will say they hope the inmate sues the state for all they can get. Then they will blame the co’s for the tune up, saying they took to long to respond. Then they will attack the inmate that delivered the beating saying he is a beast that should never see the light of day. I guess you just can’t make everyone happy.

I’m not defending the guy but I doubt these children will be
messed up for life. I don’t remember a lot about my life when I was 5 or even 6
years of age. In fact I remember very little about my life during the those
ages. I’m sure the kids this happened to will grow up to live normal productive
    lives.

  • Kevin_Of_Bangor

How about kudos to the kid that complained. The child is the one that exposed him, not the parents.

  • Anonymous

Your comment won’t be popular and you will likely be flagged, but supporting your argument is the fact that this guy never actually touched any of the children.

How do you know my years between 5 and 6 where uneventful? Do you have a crystal ball? As I stated, I don’t remember much about life between the ages of 5 and 6 so something could have happened that I don’t remember.

I do know I was involved in my first auto accident at the age of 5. We where rear ended and according to my mother I went flying towards the windscreen. I sat in the back middle seat and no seat belts back then but my mother stopped me from flying into the windscreen. I don’t remember this ever happening but I know 100% for fact that it did. One would think I would have remembered this happening, but I
    don’t.

And how do you get a 5 or 6 year old to stay after class alone? Ask him, I don’t know the answer to that one.

Well if it is flagged, those people that flag it have the issue, not me. I didn’t want to mention that he never touched them because I knew someone would freak out but people must remember he did not.

That does not excuse his actions but he was not forcing them to perform sexual acts.

You’d be surprised what some kids can remember, I can remember the apartment where I lived when I was 2, my 3rd birthday party and basically everything after age 4.  I certainly would remember something horrible like this in Kindergarten.

  • http://www.facebook.com/profile.php?id=1196926029 Dale Richardson

That would certainly take care of the problem quickly and without a lot of taxpayer dollars.  Turn him over to the parents of the children and let them have 10 minutes.

  • Kevin_Of_Bangor

They were playing dress up, which was fun to them. They didn’t understand the lewd actions taking place. This is why he preyed on them. When it was taking place I doubt the children had any sort of clue what he was doing. They only knew they were dressing up in customs and having fun.

I doubt they ever built up anything negative about the experience in their minds at that age. Nobody truly knows when long term memory starts to form but for the
majority of us it is well past the age of 5.

Ah if only the State had such sentences for persons who rape and molest children.  It is probably about time that legislation is changed.  Not that I disagree with this sentence, I don’t, in fact it would make me happy to see people gone forever who do this but is there not an awareness in the disparity on the Federal and State level when it comes to these acts?  25 years for photos but a mere 2 for having sex with a baby………..

When my son was young, his pediatrician was accused of bad things.  Thanks to his father and I and his step-mother; he was never left alone with this creep.  The guy has since been convicted of  child molesttion.    DO NOT LET YOUR KIDS ALONE IN A ROOM!!! WITH ADULTS, NO MATTER WHAT THEIR DEGREES!!!!

  • Olde Hippie

Kevin, I can’t remember if I usually agree with you or not, but I commend you for introducing your thoughts into this conversation. I believe that how these children develop socially and psychologically will be heavily determined by how the supporting adults in their lives manage their interventions during the coming days, months, years.

As a teacher – who  lives outside of Maine I have a few questions concerning this case. By no means do I condone his actions or blame anyone else – but someone should have spoken up earlier.

    1) Where were the other teachers and administration during these times?
    2) Was the camera kept in the office and did he have to ask to get it – wouldn’t that raise a red flag?
    3) Why ddn’t the parents question why the children were kept after school?

What other acts is he guilty of – that  we may never find out becasue he pled guilty and just may trying to be hiding the possible other acts hes commited?

What gets my blood boiling is that there are alot of bleeding hearts out there that believe that a sex offender or in this case a producer of child porn IS THE VICTIM and should be left alone.”They done their time and now they are good again”. What about the child that that will go through life permanently scarred and will have a very slim chance to no chance of ever having or obtaining a relationship.

This makes me ill! Keep in mind that this guy is guilty of crimes against children while in the role of teacher! I believe that if he had not plead guilty more stories may have come out. Comments made by the attorney leave me wondering if he also needs counceling. Down playing his client’s crimes saddens me. how could he condone his actions? What he really meant is that his client made a plea to save himself from having maybe more crimes come out. He knows that if the case went to trial there would be more publicity and then when jailed his client would be well known by his cell mates!

Yet again though he lives on us for the next 15 to 30 years! Even sadder is the children that he violated will one day be paying to house this despicable person!

I read this as a sick(O) man who had to find a sleepy hollow system to stay below the radar. Here in Maine, we are way too trusting. He probably wouldn’t have been successful in a larger school system or in another State.
The prison population feels the same as we in this forum; I wouldn’t want to even guess at his reception in a Federal lock up. Good luck perv!

By far…..  the most important element of this shadowy area of our society are the players……  predominant players…. in the game…… the catholic clergy.  They have taken a detestable position and try and try to protect the clergy members guilty of the most heinous offenses against children……  take a person around age ten and install him as an altar boy and then molest him….. THAT person …. regardless of his dress and collar….  commits a hideous crime which no reasonable person can ever, ever tolerate.  He is an utter disgrace to our society and culture and should be taken from us and placed in prison….. forever!!!

The man needs to be taken out of circulation so he cannot harm children. He is responsible for his actions and needs to deal with the consequences of them.  THAT SAID….child abuse, pedophilia, etc. is usually a cycle. The stories we read today may be repeated in 20 years with today’s victims in the role of perpetrators. I have no clue if this man has that kind of history or not. But many of the ones we read about do. The solution is not to wish the perps to hell, wish them torture in prison, wish them dead. The grief and anger you feel FOR the victims of today will turn into the vilification and hatred AGAINST them tomorrow if they follow the cycle. We cannot care only when these problems hit the front page. Our society needs to open its eyes, care about those we share the world with, support financial expenditures that address these problems, and nip problems in the bud before they become fodder for our vitriol, like today. The fact of the matter is that human sexuality has LOTS of problems that go along with its pleasures. If a child’s first sexual experience is a warped one, they very often learn to associate sexual pleasure with warped behavior….and so the cycle begins. We will ALWAYS have sexual deviance in this world because of human nature. But we can work much harder toward controlling it and limiting the damage done by it by being more willing to support programs that try to break the cycle and also by being more aware of what is going on around us and being willing to speak up and take risks to stop problems before they get out of hand.  The problem of pedophilia, domestic abuse, child abuse, etc. is OUR PROBLEM AS A SOCIETY!

they may well not remember, but I think the point is they could and the impact on their lives could be severe. I certainly think some people can repress traumatic memories creating  adverse behavior or actions that are connected to a bad experience(s). In fact in you explained in reply to a post about when someone, “snaps”. I think that a single event or sustained abuse can really contribute to that mentality. Not that these girls are headed down the same road as Steven Lake, I hope some kind of counseling is available and they can move on as normally as possible.

  • Melora

I can see where you are coming from but I think memory issues are different for everyone and at most, the children can still have lingering psychological effects that are subconscious and affect how they trust (or rather lack of trust) other people from now on.

Before I comment, I am a victim of abuse myself (offender was a non-Catholic):
If anything, it was the Church (and its members) who were betrayed by offending priests who either used their vocation to harm people OR who failed in their attempt to control their unnatural desires. Most of the abuse was homosexual in nature and the Church DID make known that those with homosexual tendencies should NOT enter the priesthood. So it does make one wonder why they entered in the first place.  Needless to say, the MAJORITY of priests are good men, so stop accusing the Church in general. It was the Church who was betrayed by these men and the children, not THE Church who intentionally harmed people. MOST abuse happens by relatives and close friends of the family.

True, he did not force them to do s..x acts but this would be considered visual molestation in my opinion. It will still make the girls suffer psychologically (perhaps feel ‘dirty’ ) and certainly create distrust when dealing with others (or perhaps just men or teachers in general). Anyone who has studied abuse and trauma issues knows how great the damage can be done from actions like this against children.

It will still make the girls suffer psychologically (perhaps feel ‘dirty’ ) and certainly create distrust when dealing with others (or perhaps just men or teachers in general). Anyone who has studied abuse and trauma issues knows how great the damage can be done from actions like this against children.

The only thing I remember at that age  was  freezing my nose walking to kindergarten and the teacher rubbing my nose with snow.

That is the difference between the feds and the state. The feds are a bit more serious when someone does these dispictable things to innocent children. These kids thought they were in a play or something like a play. But no, this was for his eyes and maybe some of his friends. Let him spend his time to think about snapping that camera, and the state should learn something from this. Especailly for the ones who do more than take photos.

I was 5 and I remember – and yes, to this day it still affects me…. it doesn’t disable me in any way – but there are scars….. you may not remember that age because it was normal.. if it was traumatic, it might be different.

There is truth in what you say, EXCEPT, the Catholic Church has not done nearly enough about this… are you aware that many priests, after complaints by children, are simply moved to new churches by those who lead the Catholic church?  I can’t say that the catholic church is the primary offender, but the numbers are staggering..

If the kids had so much fun – why did they complain about it?

Good points Dan.  No reason to cop a plea for 15 years for pictures with no physical contact.  This guy raised eyebrows in other places earlier in his career, and I would not be surprised to learn that he is hiding far more serious offenses.

“Mocarsky’s attorney, Robert E. Sandy Jr. of Waterville, said that it was important to keep in mind that Mocarsky’s actions did not involve a sexual act, did not involve force…”

Oh my GOD! Your client used clothing to force children’s private parts open for his camera and you think that is somehow okay and not a sexual act? What kind of person would defend and downplay this monster’s actions after he’s already pleaded guilty?!

It’s unfortunate these perverts are dragged to Bangor for their trials. Makes it more likely they’ll stay in Bangor, the sex offender capital of Maine, after they get out of prison.

I think they should have trial in fed court.

What a pervert! And he was alone with small children??

I’d really be interested to read this man’s personnel file.  How well did the school supervise this man?  It’s hard to believe that some creepo taking pictures of children in costumes wouldn’t make at least one of his co-workers wonder what his deal was.  I mean, this went on for 3 years.

Years ago this man would never have made it to court he would just have disappeared, to bad times have changed .

absolutely! however I would have to say it would be far more rewarding to deal with him in the middle of downtown, might also make other twisted people like this think twice before they harm a child.

It is ridiculous that he has committed such an offense to now go spend years in jail, free food, TV, and a place to sleep.  A friend stated to me that we should seal off an island and drop criminals on it to fend for themselves rather than force hardworking tax payer to pay for them to live, what a punishment, free ride. our legal system makes no sense.  result of a money driven society i guess.

WOW!!!-Where does that comment come from?! What line of thinking would cause you to equate deviate behaviour with a political party that you obviously do not approve of? I cannot follow that line of thought at all.
