Prison inmate dies after severe beating

WARREN, Maine — An inmate at Maine State Prison died Tuesday night after suffering a severe beating in the prison last month.

Lloyd Franklin Millett, 51, who was serving a life sentence for double murder, died at Eastern Maine Medical Center in Bangor after he staying at the hospital in critical condition for more than a week.

Prison officials could not release any more details about the death.

“The State Police and the Medical Examiner were notified. Both are reviewing the death,” wrote Jody Breton, associate Department of Corrections commissioner, in a news release Wednesday morning.

Breton declined to say who might have beaten Millett, although previous BDN reports stated at least one other inmate hit him. She also said that because the case is under investigation she could not say if the death was directly related to the May 24 beating.

Maine Department of Public Safety spokesman Stephen McCausland said a team of detectives led by Sgt. Erik Baker has been working the assault case. As of Wednesday, no one was charged in Millett’s beating or death, and McCausland said no charges are pending.

“Now that he has died the investigation is continuing. There is more work to do,” McCausland said Wednesday morning. The beating and the death “may be related — we will know once the medical examiner makes their determination. Both aspects are part of the investigation.”

In the wake of two other high-profile prisoner deaths in 2009, state lawmakers passed legislation in April of this year requiring the state medical examiner to assess whether an autopsy is needed for a prison inmate who dies in custody. Gov. Paul LePage signed LD 168 in May.

Victor Valdez was an immigrant from the Dominican Republic who died in November 2009 while an inmate at Maine State Prison.

A lengthy investigation by the Maine Attorney General’s Office determined that Valdez, who suffered from kidney failure and other serious medical problems, died of natural causes. But a number of prisoners reported seeing guards severely beat Valdez and then deny him medical care.

An autopsy was not done before Valdez’s body was cremated, although the case was reviewed by the medical examiner’s office.

Earlier that year, Sheldon Weinstein died several days after the man, who used a wheelchair, apparently was beaten severely by other Maine State Prison inmates. An autopsy was performed in that case, but Weinstein’s widow has filed suit claiming that prison employees failed to provide proper medical care for the convicted sex offender and looked the other way when inmates beat him.

Millett was convicted in 1997 of killing two women over the course of a weekend in early November 1995 while he was a farmhand in Turner. According to Bangor Daily News archives, the victims were Terrie Lizotte, 39, of Canton and Rachelle Anne Williams, 33, of Gorham, N.H.

Williams’ body was found Nov. 6, 1995, in a field near the Ramada Inn in Lewiston, where she was attending a business meeting. She was last seen alive in a hotel lounge but disappeared after she left to go to a restroom and never returned. Williams’ raped and strangled body was found the next day.

Millett met his other victim, Lizotte, at a Turner nightclub on Nov. 3, 1995. He took her home and had consensual sex with her before killing her, according to the BDN’s archives. Lizotte’s body was found by Millett’s ex-girlfriend, who recently had moved out of his home but returned to retrieve her belongings.

Millett, a native of Rumford, pleaded guilty to both murders at one point in the case, though he later had a motion to reverse his pleas denied by the court. He was sentenced to 70 years in prison for Lizotte’s murder and a concurrent life sentence for killing Williams.

Millett had a lengthy criminal record before the murders, including a 1991 rape conviction for which he was sentenced to eight years in prison with four years suspended.

    I’m sure few people will be sorry to hear of this horrible person’s passing but to paraphrase someone else’s comment on another story, doesn’t this sound like something that would happen in South America?

     This charming fellow served only 4 years for rape, then got out and did it again (duh) and then added multiple murder to his resume, and we were housing/feeding him for life. WHY? Somehow I just can’t work up much sympathy.  Normally, I feel that prison inmates should be adequately controlled so these things don’t happen, but maybe in this case some other equally depraved prisoner did us all a favor.

    I’m very sorry for your loss and the pain you feel and have felt over the years for the murder of your sister.  Before celebrating, however, you might want to remember that there will now be another family who are entirely innocent of any wrong doing who will spend their life experiencing the exact pain you and your family have for all these years.  The difference is that they won’t get the sympathy and support that you and your family has.  Instead, they will have to read and hear very hateful comments about their family member.  The man who hurt your sister isn’t here to read what you wrote, but his family is.  As difficult as it is, I hope you are able to remember that.

    LOL, think about that statement!  Undoubtedly the person responsible is already in prison for a similar crime. When you’re already doing life in prison in a state without the death penalty, about all that can happen to you is that you lose your TV privileges for awhile.  I don’t disagree with investigating this so it’s less likely to happen again, but it’s pretty tough to “bring to justice” a hardened criminal who’s already doing a life sentence.  Also, given that he only did 4 years for his first rape conviction, what would be the appropriate sentence for the person who murdered him (assuming he wasn’t already doing life)?

    Sympathy and compassion should be reserved for those that deserve it, this man deserved none. If his family is suffering it is because of his actions, no one else’s. He was in prison for his actions, he wasn’t just some innocent guy walking down the street beaten to death, he was a murdering skinner, he got what he deserved.

    My favorite is how this article goes on to place blame on officers & staff at the prison for Valdez, I guarantee you that is un-true. The staff there are some of the most patient, and understanding people I know. They put up with a lot of speculation & ridicule from the “prisoner advocates” & people who have never “visited” the inside of those barbed wire fences. I suggest these people go to the prison and ask for a tour of the facility. I’m certain you have to go through a background check. but take a look at the day to day activities & working conditions for staff. I guarantee you will be amazed at the work these people do. At most times in general population there is one officer to 56 or more inmates. these are the scum of the state. People who are incarcerated for assaults, buglary, armed robbery, thefts, Domestic assaults, rape, murder, you name it. These people protect you from that evil, and you dare question how they do it?

    I whole heartedly believe everyone should work a few weeks at the prison as a “public service” kinda like jury duty. then maybe you’ll understand. although I imagine it’d take more than a few weeks to really grasp at reality.

    Having a family member a victim of murder, I understand Mr. Lizotte’s feelings.  I don’t understand a lot of other’s who have posted here though.  Our system is broken in many ways, but we have a say in how things are done.  We aren’t in Iran or So. America or China.  I can only shake my head at the “Christians” who claim this is all good with “their” God…  Knew there was a reason (or 20) that I don’t claim to be one of them.  How do they reconcile this with Jesus’ teachings?  The way he lived his life?  Doesn’t quite make sense people.  Think about it.

    I really DO understand.  My grandmother (at age 76) was raped, strangled to death and then her house set on fire.  The guy was 22 years old at the time (and she was one of three elderly women he murdered- that they could prove anyway).  He was sent to a mental hospital, and after 4 years managed to committ suicide.  It did not make me happy or give me “closure”, but I can’t say I was sad  for him either.  I can’t say I considered his family’s feelings.  They may have been totally innocent and had no part in the way he turned out, but I had no room for compassion for them.  I’ll leave that to other’s, to God.  I know that your pain will never end, you will forever miss your sister, and feel cheated, because you were, and she was.   The best you can do  is to try to live your life the way you think she’d like you to.

    I have a relative who is a convicted felon.  When we were kids, we were pretty close.  If he were to be killed in prison today, as a family member, I would respect the feelings of his VICTIMS!  Fact of the matter is, the man in this news story RAPED and MURDERED these women, and did so without any regard for the feelings of them or their families. 
    As a family member of someone currently in the state penal system, I honestly say that if your comment is  “BURN BABY BURN”, then I have no problem with that! 
    In truth, my convicted family member has been disowned (by me) and I never want to see him again.  I have a family to raise and values to instill in my children.  I intend to set the right example, not condone the wrong one.

    I agree that they should try to find out who did it, but that will be tough since there will be a distinct shortage of reliable witnesses who could testify. Also, inmates are segregated according to the seriousness of their crimes so it’s pretty unlikely that a petty burglar who will soon be once again among us decided to kill this murderer. Much more likely it was a hardened criminal who is already serving a life term so knew he had nothing left to lose. With no death penalty, how do you make someone like that “pay for what he did?”

    Christianity says we are to have mercy on all – it also says that we must render to the Caesar’s what is Caesar’s – that means – among other things – if we get break the law we pay the price — his price was prison with people like him – and look what happened.  Also, the law of Christianity is we reap what we sow – he did…..   So, did he get what he deserved?  probably..but another tenet of Christianity is that they believe (myself included) that I daily do not get what I deserve because my Savior paid that price…..

    So, its hard to balance the Christianity thing with this situation…. in this natural life, he reaped what he sowed – but that is not to say that one cannot experience any mercy or compassion – even if it is for his family — certainly – he showed none to his victims — I get that…… its not easy to feel mercy for the wretched…..   to those who say that Christianity is just a crutch to make life/death whatever seem better or whatever…. there’s nothing easy about being merciful in a situation like this….

    I too have lost someone to murder and can say that I would not presume to tell peterlizotte how to think/feel/or react.  There’s a good chance that the family of the man who was killed is not reading these comments right now – and if they are, it would be nice for people to consider them – but if this peterlizotte cannot – maybe you should back off.  I don’t know what this person needs to do to heal (if that is even possible), but I won’t judge them trying to alleviate their pain – they are not attacking the family of the murderer – just stating  how he feels about him…  could it hurt the family – maybe, but let this person be.

    First of all…I never told him how to think or feel.  I suggested that he not forget that the family of this inmate are now experiencing the same grief and pain that he felt when he lost his sister.  Reminding people posting on this article that there is an innocent family whose loved one has been murdered is not in any way offensive.  Anyone who seriously believes that to be offensive should ask themselves why and reflect on that before commenting further.

    That may be true or may not be…but parents don’t stop loving their children simply because they have done bad things.  When someone you love is murdered it is far more complex than them simply dying from an illness or accident.  With murder there is a deep feeling of being violated and victimizezd, a powerful sense of injustice, anger, disgust, outrage, hatred and even more.  The fact that this happened in prison actually makes it even worse because there will always be the “how could this happen” question.  There were prison staff and prisoners are supposed to be supervised.  They will always wonder if the guards knew this but just looked the other way.  On top of that, because their family member did terrible things this grieving family will not only get virtually no compassion or sympathy for their pain…they are also very likely to face significant cruelty and possibly even verbal and emotional abuse.  It’s not like the inmate will be seeing any of these comments…so who are they for?  To thank and congratulate a murderer for murdering a murderer?  Sorry, but that just seems sort of messed up.

    Heck, I’m sure  you’re one who  who talks about peoples environment and how that’s the blame etc etc – Well, his family was his messed up environment !

    Environment can be a contributing factor in some cases, but that’s not always the case.  Sometimes it’s genetics, a brain injury, metal illness or trauma.  Sometimes it can even be a brain tumor.  The bottom line is that quite frequently there are problems that you can’t see that play a part in who a person becomes.  Some problems can be prevented and some can’t.  I’m just someone who cares about the truth and one can’t find the truth unless they keep an open mind.

    It’s very easy to say how you think you would feel in that situation but unless you have experienced it you don’t know.  Part of my concern for the family of this inmate is because the loved one that I lost had been to jail for essentially being a black out alcoholic that had made some poor choices in friends and was just basically stupid when drinking.  After doing the time and really working hard to turn things around he was murdered while he was saving the lives of several other people during what amounted to a home invasion. He wasn’t doing anything wrong at all when he was killed and he was unarmed. Even though he died a hero the media reported on his criminal background.  Those of us who loved him not only had to grieve the loss but also hateful comments from people that minimized the value of his life simply because he did time in the past.  This happened many years ago yet his children STILL are impacted to this day.  There are scars some carry that will likely never heal.  It would be such a shame for another innocent family to have to go through that kind of pain on top of the grief.

    i understand what you are saying to a point, but to be honest if it were my son that did these things to those women i would be embarrassed and would have disowned him long ago….  it would not bother me that he died in the manner that he did and going through the rest of my life with out him, oh well, he chose to be the sadistic person that he was so why would i feel bad for him.

    done bad things?  no bad things is telling a lie or stealing or something along those lines… what this THING did was not a bad thing but a evil and sadistic thing.  he raped a women and got a four year sentence for ruining a persons life then you think that might have taught him something but nope the EVIL SADISTIC person decides to come out and do it not once but twice and this time he says i won’t get caught if they can’t tell and kills the two people,  like i said before if it were my son i would be glad that he is gone and i would be calling the other families atleast once a year and apologizing for what my seed had done to there family.

     All the details are not out yet. But if it was a young punk maybe he was forced into it. I don’t think this was a bare handed beating. I think it was fast and swift. Probably took less than 5 seconds. What if said punk was being raped and beaten by this man in the cell they shared, looking at it that way does the punk look like a monster now? Just some different ways to look at it. Sometimes you have to protect yourself no mater what has to be done.

    We don’t really understand what goes on in warren prison but what we do know is all prisoners are there for a reason and it is not usually for something good they have done. I am sorry someone died, I don’t know him and don’t care too. Maybe everyone that is concerned over this killing should also be concerned with the CO’s( correctional officer) that work there, hours have been cut, short cuts are taking place, prisoners are being mixed together to save money, solitary cost to much so lets just take away a T.V. if they become out of control, I am all about saving money for the state but at what expense, next the comissioner will be dealing with the death of a CO that is just trying to do his job without the help they should have.  Maybe this man was killed because  there wasn’t enough help on that day because of all the cut backs lets just play the BLAME game.

    We really don’t know what goes on in the warren prison and probable do not want to. What I do know is that  the  the prison has also become unsafe for the CO’s (Correctional officers) also they want to play the BLAME game who’s to blame. I am all for saving the state money but at what cost, next they are going to have to be dealing with  the death of a CO. They are short handed prisoners are being mixed together and solitary is not being used as much because it cost to much money. Lets just take away their T.V.  when they become out of control, what don’t they understand about why most of those prisoners are there. I didn’t know the man killed and don’t care too. He  didn’t deserve to die the way he did but he was a prisoner for a reason. Maybe we should send some of these liberals and the ones that sit in a office and decide what goes on in this prison down to take care of these prisoners for a week and see if they change their minds about some of the changes they have decided on. I’m sure they would LOVE to.

    What comes around goes around. I do feel for his family but he did not care about the 2 womans families now did he. I’m sure they know who beat him up and I’m sure someone will get charged. It came full circle for him and  I would bet he rubbed someone the wrong way in there or it was a friend of his victim who seeked out revenge.

    Don’t be so quick to lump all liberals together, you would consider me one based on the majority of my views, but I say let the punishment fit the irrefutable crime. This man was a serial rapist and murderer, who would have continued if not stopped, capital punishment would have been an appropriate option in my opinion, and while I don’t like that he might have suffered for a month before his death, I won’t loose sleep over it because clearly he didn’t when he caused unknown amounts of pain to those two women. And if 35K a year is what it costs to house people like this, well I too think that money should go somewhere else, like education, where it will be spent making people into valuable, contributing members of society.
