MANCHESTER, N.H. — Comcast and Time Warner local and business telephone services are subject to regulation by the state, the New Hampshire Public Utilities Commission affirmed Wednesday.

The ruling means the cable telecoms will be required to work with the PUC’s consumer affairs division to resolve customer complaints, which they did voluntarily until now, said F. Anne Ross, general counsel for the PUC.

Comcast must also file its tariffs, or lists of services and charges, with the PUC.

“New Hampshire consumers enjoy a highly competitive environment for voice services, and Comcast is committed to offering the best products for the best value to all of its customers in the Granite State,” Comcast spokesman Marc Goodman said. “Xfinity Digital Voice service is subject to federal oversight, and we do not believe additional state regulation is necessary.”

The PUC’s order upheld an Aug. 11 decision and denied Comcast’s request for a rehearing.

“Being regulated as a competitive local exchange carrier is a pretty low threshold, but it does keep an eye on customer care and call answer times and things of that nature,” said Andrew S. Petersen, spokesman for TDS Telecommunications Corp., whose New Hampshire telecoms were among a group that asked the PUC to review the matter in March 2009.

The order numbers are 25,262 and 25,274.
