Maine health care exchange rules recommended

AUGUSTA, Maine — A report that outlines an important component of health insurance reform in Maine, a health care exchange where people can shop for policies, is complete and has been presented to a legislative committee.

A nine-member advisory panel has been working for months on recommended legislation, which was presented to the Insurance and Financial Services Committee on Monday.

The federal health insurance overhaul, or Affordable Care Act, requires states to set up exchanges. The law requires nonprofit exchanges to be self-sustaining by 2015.

The proposed bill would authorize the exchange to certify participating health plans, determine eligibility of individuals to participate in the exchange, and maintain toll-free hot lines and other services to assist individuals in purchasing coverage.

It would consult with stakeholders to make joining easier.
