BANGOR, Maine — Bangor police will modify traffic patterns around the Thomas Hill Standpipe on Friday evening before the candlelight vigil at 8 p.m. in honor of Catharine “Kay” Lebowitz, a longtime Bangor resident and volunteer who died Monday.

On Thursday, Gov. John E. Baldacci ordered that flags be flown at half-staff today in Bangor in honor of Lebowitz, who had served in the Legislature and on the Bangor City Council.

To help with the flow of traffic in the standpipe area, Peter Arno, Bangor’s deputy chief of police, said traffic on Thomas Hill Road will be one-way coming from Ohio Street, and vehicles will be allowed to park only on the right side of the road. A barricade will be placed at the top of the hill near the standpipe lot to prohibit vehicles from leaving the area onto Ohio Street.

Traffic will be allowed to move in both directions on Thomas Hill Road off Union Street, Highland Avenue and other adjoining streets. A barricade will be placed at the intersection of Thomas Hill Road and Highland Avenue. Traffic will not be allowed to move into the standpipe parking area from this direction.

Parking will not be allowed along the section of Ohio Street that curves near the entrance to Hilltop Daycare.
