Is it reasonable to require a saltwater fishing license?

State officials are proposing the creation of a saltwater fishing license so Maine will be in

compliance with a federal directive. If the state fails to mandate the license, those fishing

recreationally in saltwater would have to register with the federal government. The argument in favor of the license is that it allows the federal government to gather information from fishermen about the resource. The state, of course, also would get some

revenue. Is this a reasonable step for the federal government to take? Or is it an unnecessary intrusion into a traditional sport?
