Should volunteer firefighters face more screening?

Two volunteer firefighters in Maine were recently accused of setting fires. Should firefighters be more carefully screened before they are allowed to serve? Or would that discourage people from serving? What kind of screening should be undertaken? Should it

include a psy-chological assessment? Or would such screening be too expensive? Are the two recent cases more of an aberration than a trend, and not likely to be seen in other towns?
