Will sick horses change your fair plans?

Fourteen horses in Maine have recently died of Eastern equine encephalitis, prompting organizers of agricultural fairs to encourage visitors to wear long-sleeved shirts and pants and to use insect repellant to guard against the mosquito-borne disease. Will you still go to fairs this fall? If you own horses, what precautions are you taking? Does this show that climate change is spreading diseases or this a natural cycle?
