Did the bail-outs work?

Citigroup, Bank of America and AIG all reported profits for the second quarter of this year. Does that mean the government bail-outs worked? Should those companies repay the taxpayers quickly, or should they wait for a sustained recovery? Do taxpayers have the

right to demand a curtailment of executive bonuses? Are the profits a sign that the economy is turning around?
