Paying dues through the ReFinement program

The ReFinement program allows people convicted of crimes to pay fines back through community service. Every year in Maine people convicted of crimes are unable to pay the fines imposed as part of their sentences. A law passed last year allows judges to order people who are unable to pay fines to do community service. Penobscot County is the first in Maine to monitor folks ordered to do community service.
