Jail tour reveals staffing and overcrowding issues

The Penobscot County Commissioners are expected to decide Tuesday what cuts must be made to the jail budget after it was flat funded by the state. Staff most likely will be laid off and the number of inmates being held at the facility decreased. That would increase the number of inmates that would have to be held at other facilities.
