Dr. Wendy Wolf, president and CEO of the Maine Health Access Foundation, pantomimes the kickoff of the health insurance marketplace program Tuesday under the Affordable Care Act in Portland. The key provision of President Barack Obama's signature health care law went into effect Tuesday despite a congressional impasse over the measure that caused a federal government shutdown. The marketplaces seek to provide more accessible, lower cost health insurance to people currently uninsured.
