John Gallagher brings affordable housing development, finance experience to position

AUGUSTA – The Maine State Housing Authority today welcomes John Gallagher as its new director.

Mr. Gallagher, who was nominated by Governor Paul LePage in August and received legislative confirmation on September 6, becomes MaineHousing’s 11th director since the quasi-independent governmental entity was created in 1969.

“Our focus is on the future of this organization,” Mr. Gallagher said. “While we may need to resolve a few issues from the past, we’re welcoming change and embracing opportunity. Our goal is to improve upon the work of this mission-driven agency. We’re going to do better.”

Peter Merrill, MaineHousing’s Director of Communications and Planning, has served as acting director since last March.

Since 1999, Mr. Gallagher served as executive director of Westbrook Housing Authority and president of Westbrook Development Corporation. The two agencies develop and manage affordable and low-income housing in the Westbrook and Greater Portland areas.

Before his tenure at Westbrook Housing Authority, Mr. Gallagher served as program manager for the Development Division at MaineHousing. He also has more than 20 years of experience in residential real estate.

Mr. Gallagher is certified and trained in public housing management, multi-family housing development finance, and housing credit underwriting. He’s held seats on the boards of the Maine Association of Public Housing Directors, Residential Initiatives for Maine, the Southern Maine Affordable Rental Housing Coalition, the Portland Regional Chamber of Commerce’s Board of Directors, the Northern New England Housing Investment Fund, and Avesta Housing.

He currently is vice president for professional development for the New England Regional Council of the National Association of Housing and Redevelopment Officials, and is a member of the Federal Home Loan Bank of Boston’s Advisory Council, and the Board of the Genesis Foundation and its investment committee.
