BANGOR, Maine — Starboard Leadership Consulting in Bangor has announced that Noreen G. Norton has joined the firm as an Economic Development Consultant. Noreen becomes an integral member of the Starboard Consulting Economic Development Team, which includes Rudman Winchell attorney Erik Stumpfel, Kathryn Hunt and Jeffery Wahlstrom.
With more than 20 years of economic development experience in the public and private sectors, Noreen has led a wide range of projects generating economic growth, advancing community development and creating alliances that benefit both business and public entity interests. Her work has focused strongly on tax increment financing (TIF), downtown development, and economic development strategic planning. Noreen’s expertise is also sought regarding organizational structuring, group facilitation, tax impact analysis, marketing and business management.
Noreen has secured approval of tax increment financing (TIF) districts throughout Maine ranging from county-wide projects to small business expansions, including commercial, downtown, and residential projects.

Noreen takes an action-oriented approach to strategic planning projects. Projects include an Economic Development Strategic Plan Update for Somerset County and an Economic Development Strategy for the City of Ellsworth. Noreen designed a process for Maine Yankee, during its decommissioning, to establish criteria and priorities for site redevelopment that was supported by Wiscasset and surrounding communities.
With first-hand experience as co-owner and president of a start-up company that she built to over $1 million in revenues by its second year, Noreen provides consultation to clients that focus and improve their management, operations and marketing processes.
Serving six years on the Maine Downtown Center Advisory Council, Noreen is utilized as an Economic Development expert for new Main Street and Network communities. She also served as Director of Augusta’s Capital Riverfront Improvement District; as Executive Director of the Gardiner Board of Trade and was a charter member of the Augusta Development Commission, chairing its Downtown Committee. Noreen has conducted numerous economic and business development workshops. She is distinguished past-president of the Augusta Kiwanis Club.
Noreen holds an M.B.A. from the University of Maine and a Bachelor’s degree in from the University of Wisconsin. She lives with her husband in Clinton, Maine.
