Former Howland police chief indicted for alleged sexual abuse of twins

BANGOR, Maine — A former Howland police chief who has been jailed since May for allegedly sexually abusing five-year-old twin girls earlier this year was indicted Wednesday by the Penobscot County grand jury on one count of gross sexual assault and two counts of unlawful sexual contact.

Carl E. Smith, 72, of Eddington was arrested May 10 in Wells on a Penobscot County warrant, according to a previously published report.

He remained Wednesday at the Penobscot County Jail unable to post $100,000 cash bail set May 14 by District Court Judge Gregory Campbell.

Smith is scheduled to appear Aug. 5 in court in Bangor.

The alleged victims are not related to Smith, according to the affidavit filed at the Penobscot Judicial Center, but he is close to their family. Smith also had babysat the girls after school and in the evenings.

The two were alone with Smith from April 25-27, according to the affidavit.

The complaint alleges the sexual assault took place on April 25 in Eddington.The alleged sexual crimes came to the attention of the Maine State Police through school officials, who are mandated reporters.

Smith was the police chief in Howland when he retired in 1988, after being in law enforcement for 18 years, according to Wells police.

If convicted, Smith faces up to 30 years in prison and a fine of up to $50,000 on the gross sexual assault charge. He faces up to 10 years in prison and a fine of up to $20,000 if convicted on the other counts.
