MDEA arrests 3 in 2 heroin investigations

ELLSWORTH, Maine — Three people have been arrested on drug trafficking charges as a result of Maine Drug Enforcement Agency investigations in the Ellsworth and Bangor areas.

Alfred Ruiz Garcia, 50, of Portland was arrested Monday on a Class A charge of aggravated trafficking in heroin. Garcia recently was released from federal prison after serving a lengthy sentence for illegally distributing drugs, MDEA officials indicated Wednesday morning in a prepared statement.

Class A crimes in Maine are punishable by up to 30 years in prison and a $50,000 fine.

Garcia is accused of traveling from Portland to Ellsworth to sell drugs and of having 7 grams of heroin with him when he was arrested in Ellsworth. The estimated street value of the drugs is $4,000, MDEA Commander Peter Arno wrote in the release.

Garcia, who is still on federal probation, is being held at Hancock County Jail on $25,000 cash bail.

Also arrested Monday in an unrelated case were Isaiah “Izzy” Lammar Orane, 18, of Brooklyn, New York, and Noelle Hansen, 22, of Ellsworth. According to MDEA, each has been charged with Class B trafficking in drugs, punishable by up to 10 years in prison and a maximum fine of $20,000.

Police say Orane had been arrested last month by Bangor police on charges of aggravated assault, aggravated criminal mischief and drug trafficking. He had “a large quantity” of heroin and crack cocaine with him when he was arrested on June 26 but subsequently was released on $20,000 cash bail.

According to Arno, Orane allegedly continued selling drugs in the Bangor area after his release. In the past weeks, MDEA monitored several purchases of drugs from Orane and his associates in the Bangor area. He was arrested again on Monday and is being held at Penobscot County Jail in Bangor. Orane was expected to be arraigned later on Wednesday.

Hansen is accused of selling heroin in Ellsworth in a transaction also monitored by MDEA. She was arrested Monday, when she had a gram of heroin in her possession, and is being held at Hancock County Jail on $10,000 cash bail.

More arrests related to the case involving Orane and Hansen are expected, according to Arno.

Members of the Ellsworth Police Department and Hancock County Sheriff’s Department assisted MDEA in the Garcia investigation, Arno said. In the other case, MDEA was assisted extensively by police in Bangor and Brewer and by members of U.S. Immigration and Customs Enforcement.
