ELLSWORTH, Maine — Local developers have proposed construction of a 24-unit apartment complex for 139 Surry Road. The developers, C.J.D. LLC, submitted an application to the Ellsworth city planner on Thursday.
If approved, the apartments will be two-bedroom rental units, each equipped with a garage. Each apartment will be about 2,000 square feet, including an attached garage and storage space, according to Stephen Salsbury, a land-use consultant who is working with the developers. The apartments will be housed in four separate buildings.
“We’ve been in contact with the neighbors for the past couple months,” Salsbury said. “We’ve had some discussions; most of it’s been positive.”
He added that in order to comply with the city’s building standards, the plan includes 18 lights mounted on poles in the parking lot.
“I do not think there are a total of 18 street lights on the entire Surry Road,” Salsbury wrote in an email. “We have asked for a formal waiver of the standard.”
Salsbury said he thinks fewer lights around the buildings would suffice.
Ellsworth city planner Michele Gagnon said the development would not generate enough traffic to require any changes to the road in that area.
A sketch plan was presented to the City of Ellsworth’s planning board on Jan. 8. The board will determine at its February meeting whether the application that was submitted on Thursday is complete. At a following meeting, the board will review the application to make sure it performs to the standards of the city’s ordinance, Gagnon said.
C.J.D. LLC is based in Ellsworth and is owned by Tammy and Jesse Derr. The developers also own a set of apartments on Bangor Road, which Salsbury said are typically at full occupancy. He added that his clients feel there is a demand for new apartments in the Ellsworth area, particularly apartments that have an attached garage.
