Former school official facing federal charges after allegedly pretending to be teen to get explicit photos from Maine girl, others

A former Stoneham school official accused last year in state court of tricking a 15-year-old Maine girl into sending naked pictures is now facing a much broader federal child porn rap, with FBI saying he preyed on seven other girls in Massachusetts and around the country.

Steven Orloff, 48, of Framingham, Mass., posed as a 14-year-old boy on social-networking sites and duped at least four of the girls into stripping and performing sexually explicit acts over a live video hookup, feds said in a criminal complaint released yesterday.

“He sweet-talked me into showing myself to him,” an Oklahoma girl, 14, told police, according to the complaint. “He would make me feel special to get me to do all of it. He made me feel bad by saying he couldn’t get any of the other girls to do it for him.”

Orloff, charged yesterday with production and possession of child pornography, is being held until a hearing in federal court Tuesday, a spokeswoman for U.S. Attorney for Massachusetts Carmen M. Ortiz said.

Efforts to reach Orloff’s attorneys were unsuccessful yesterday.

Police started on the case July 24, 2012, when the mother of a 15-year-old girl in Casco, Maine, found pictures of the teen’s genitals on an iPod Touch. The girl told her mom she sent the pictures to several people she met on a social-networking sites and believed to be teenage boys.

Police traced one of those accounts back to Orloff, who “represented himself as a 14-year-old boy named ‘Jason Jaffe’ of Sudbury, Mass.,” the criminal complaint says.

The Maine girl’s case led Middlesex prosecutors to charge Orloff with posing a child in the nude and distribution of obscene matter, and it led investigators to seize and search his computers, where they say they found “numerous images of child pornography” and “many Skype videos depicting various minors engaging in sexual activity at the direction of the viewer.”

Feds say Orloff had pornographic images of eight young girls in total, with victims in Milford, Maine, Oklahoma, Virginia and Florida. Two victims were videotaped surreptitiously; feds said Orloff hid a camera in his bathroom and recorded two girls showering separately.

Orloff resigned as director of student services for Stoneham schools in January, Superintendent Les Olson said. The federal affidavit said Orloff previously worked in the Needham and Arlington school systems. He was placed on administrative leave in Stoneham after his arrest, and the school department’s website lists someone else as the interim director of student services.

Orloff faces 15 to 30 years in prison if convicted on the federal charges. He is due to appear in Middlesex Superior Court on the state charge Wednesday, a spokeswoman for Middlesex District Attorney Marian T. Ryan said.
