Bid for Bangor City Hall roof replacement comes in well below city’s estimate

BANGOR, Maine — The potential winning bid to fix Bangor City Hall’s leaky roof came in far below what the city expected, and city officials want work to start as soon as possible so the replacement roof will be ready for winter.

The bids for the project came in Oct. 11. Roof Systems of Maine said it could do the project for about $157,680, far below the $300,000 the city projected, according to Debbie Cyr, the city’s finance director. Other bids ranged as high as $280,000.

Cyr said the Roof Systems bid may have come in low because the company is already working on the Bangor Public Library roof replacement just a few feet down the road and will save on equipment and transportation costs because of the proximity of the two projects. The cost also often varies depending on how busy a company is at the end of the season.

The last time the city replaced the Harlow Street building’s roof was in 1999, when it spent just under $62,000 on a PVC membrane roof that had a 10-year expected life span. Fourteen years later, some of the rainiest summer months on record have revealed leaks that city staff worry will cause structural problems if not fixed soon.

Contractors have said the current roof is beyond repair. The new rubber-membrane roof has an estimated 30-year life span.

The roof project likely will be covered through a bond. After contractors begin work on the roof, they could find additional damage underneath to insulation or decking, which might add to the cost of the project. Cyr said she still expects it to come in “well under” $300,000, even if additional problems are uncovered.

Councilors are expected to add the consideration of the bid to the agenda for Wednesday night’s full council meeting.
