Biddeford man found shot to death in car had been shot before

BIDDEFORD, Maine — Police have identified the man found shot to death inside a car early Tuesday morning as a 47-year-old Biddeford resident.

An autopsy on the body of Charles Raybine is under way at the state medical examiner’s office in Augusta, according to a news release from the Maine Department of Public Safety.

Raybine was shot inside his car about 12:45 a.m. in the parking lot of the Parish Place apartments off Birch Street. Raybine was a resident of 6 Rathier St., according to public safety spokesman Stephen McCausland.

Shortly before 11 a.m. Tuesday, a silver car with Massachusetts plates was taken from the scene.

State and Biddeford police are investigating.

Raybine was shot a decade ago in Old Orchard Beach, according to news reports at the time.

Raybine, then of Saco, was shot on April 7, 2003, and underwent surgery for bullet wounds at Maine Medical Center in Portland.

The 2003 shooting occurred in an Old Orchard Beach house after a scuffle involving money that Raybine said he was owed, The Associated Press reported at the time.

Raybine had a lengthy rap sheet that includes multiple drug and assault convictions dating to 1984.

On Tuesday, residents of Parish Place Apartments, a complex at 41 Birch St. where the car was found, were surprised to learn a man had been shot dead in the parking lot. The complex is a block from Route 111 or Alfred Street.

Several residents of the complex reported hearing multiple gunshots around the time that Raybine was shot. Bill Finn, 54, a resident of the complex, thought that the gunshots were firecrackers. He was shocked to find out later that there were actually shots fired.

“It’s kind of bizarre. I just moved in and thought it was a nice, secure building,” he said.

Linda Fenstermaker, 51, another resident of the complex, was in her apartment during the shooting.

“It made me sick to my stomach to think that I was sitting there playing games while someone was dying,” she said. “This doesn’t happen in Maine.”

Several residents also reported seeing multiple people in the car after the shooting, but that hasn’t been confirmed yet with officials.

Residents also reported that the man who was shot was in the driver’s side of the car.

Crystal Whitacker-Kimborowicz, 25, has been a resident of the complex for two years. She said that she called the police to report hearing gunshots at 12:46 a.m. She also reported that after the shots she heard a car squeal its tires and that she saw a woman outside screaming shortly after the shots were fired, although she didn’t recognize the woman as a resident of the building.

“It’s time to move,” she said. “That doesn’t happen here. People move here because the crime rates are low.”

Gail Daniels, who lives on nearby Green Street and stopped by the apartment building while walking her dog Tuesday afternoon, said she feels violent crime is becoming more frequent in her neighborhood.

“This is right next to a school,” Daniels said, gesturing to the Catholic St. James School next door. “I think they should ban guns. This is getting ridiculous.”

The 1888 former schoolhouse was converted into apartments in 1984 and was acquired by the Biddeford Housing Authority last week, authority Executive Director Guy Gagnon told the Bangor Daily News on Tuesday afternoon.

“A lot of people are focusing on the property, and it had nothing to do with the property or the people who lived there,” Gagnon said. “It was just a random act that happened in the parking lot. That’s what the police have told us.”
