Saco man allegedly used ‘shoe camera’ to look up skirts

SCARBOROUGH, Maine — Police arrested a Saco man Friday night for allegedly using a camera in his shoe to photograph up females’ skirts and dresses.

William Tibbals, 31, was arrested on a charge of felony visual sexual aggression against a child under 12 years old and on several counts of violation of privacy. Scarborough police began investigating in July when customers at the Walmart reported seeing a man with a camera in his shoe appearing to aim its lens under females’ skirts and dresses.

Scarborough police detectives were assisted in their investigation by Saco police’s computer forensics unit and by the Maine State Police Computer Crimes Unit in Lewiston.

After his arrest, Tibbals was taken to the Cumberland County Jail. No bail information was available Saturday.
