    Properly staffed FD’s have enough personnel on scene to search for victims while simultaneously containing and extinguishing the fire. Understaffed FD’s must choose one or the other based on the conditions (heat, smoke, fire). It has been said most smaller FD’s conduct the same tasks sequentially that the better staffed FD’s conduct simultaneously. One has a huge advantage over the other when it comes to property and lives saved.
