Sebec residents approve $477,350 budget for 2013

SEBEC, Maine — Residents gave their approval to a municipal budget of just over $477,350 for the 2012-13 fiscal year during the annual town meeting Aug. 13 at the Harland A. Ladd Municipal Building.

The figure will be partially offset by nearly $390,480 in funds carried forward for specific warrant articles from the year before and sources of revenue to help meet the town’s tax commitment.

Sebec residents will have to raise a net total of just over $86,870 for the budget, down from the previous year’s amount of approximately $194,500.

Among the larger monetary items approved at the town meeting were a little more than $75,800 for general government and approximately $18,100 to implement new municipal computer software. Both of these items included revenues to cover all or much of the expenses, with more than $69,616 appropriated from excise tax to help fund general government and excise tax also taking care of all the expenses of the computer software.

The gross sum approved for winter roads — including plowing, sanding and snow fencing — was $120,000, the same total as for 2011-12. The $120,000 will be offset in part by more than $20,000 carried forward and excise appropriations. Another $28,000 was OK’d for summer roads, with more than half of the total being covered by a $15,000 appropriation from excise tax and about $573 carried forward.

An additional sum of approximately $175,000 was voted on for a road construction reserve account. The entire amount to go into the account will come from sources other than 2012-13 tax dollars, including more than $126,000 carried forward and more than $20,000 from revenue sharing.

Residents re-elected Walter Emmons to a three-year term on the Board of Selectmen, and elected Joe Flint as road commissioner for three years. Carol Cress was re-elected as Sebec’s town clerk, treasurer and tax collector, with all three positions running through the end of the 2015 fiscal year.
