        If he was masturbating, is that acceptable public beach behavior in Canada? In front of one’s young daughter and her friend? If so, then I’m happy to be an American prude. ;)

        He could be a nudist, complete with naturalist philosophy that is protected under Canadian law. Vancouver has a year-round Nudist beach near U.B.C…..people have carts with their chairs, etc. and set up a temp. domicile in an enclave…beach is nearly all large rocks so they are well spaced apart. Went for a beach walk and ‘discovered’ this long stretch with these naturists occupying parts of it; very friendly, well tanned, and most knew each other. No obvious sexual activity; just mostly friendly naked men. 

        This guy didn’t appear to have that deep tan of a real nudist; but who knows?  Your pervert could be writing a book on naturalism?

    I think it is just a cultural difference.

    Let not judge him to swiftly and  just assume he was blessing the beach from 3 different locations.
