ROCKLAND, Maine — Rockland’s mayor said he will make an announcement by Wednesday — when nomination papers become available for municipal offices — on whether he will seek an unprecedented fifth consecutive three-year term on the city council.

Brian Harden’s seat is the only one on the five-member council that is up for election on Nov. 6.

Harden said Thursday the council has become more businesslike each year he has been on the council and it has put together budgets that keeps property taxes from going up.

He said he was mulling whether to run for another term.

“I’m not really feeling stale yet,” Harden said.

Harden was first elected to the local legislative body in 2000 and has won re-election three successive times. He is one year short of the most consecutive years on the council. Osgood Gilbert served on the Rockland City Council from 1945 — when Rockland approved a city council/city manager form of government — through 1958.

Nomination papers can be taken out beginning Wednesday from the Rockland city clerk’s office. Papers must be returned by Monday, Sept. 24, with signatures from at least 100 registered Rockland voters.

In addition to the single city council seat, two Rockland seats on the Regional School Unit 13 Board are up for election. The terms of Board Chairwoman Esther “Tess” Kilgour and Brian Messing expire in November.

Kilgour said Thursday she would seek another term on the board. Kilgour has been on the board since 2006 and last month was elected chairman of the six-community board.

Messing said he plans on taking out papers and gathering the signatures and then assessing whether to file the papers and seek re-election. Messing has also been on the board since 2006.

Rockland has five representatives on the 12-member RSU 13 Board that also includes Thomaston, St. George, Owls Head, South Thomaston, and Cushing.
