Former Newport man pleads guilty to child porn charge in Conn.

MIDDLEFIELD, Conn. — A former resident of Newport, Maine, pleaded guilty last week to one count of possession of child pornography in federal court in New Haven, Conn.

Richard C. Poupart, 52, of Middlefield, Conn., entered his plea before U.S. District Judge Janet Bond Arterton on May 25, according to a press release from the office of the U.S. attorney for the District of Connecticut.

The Shelton (Conn.) Police Department executed a search warrant at Poupart’s Middlefield residence in September 2007 and seized computers, zip drives, compact discs and other electronic storage devices.

Police found pornographic videos and pictures of minors, including images of one of his female relatives, according to the press release.

Poupart’s sentencing is scheduled for Aug. 21. He faces a minimum mandatory prison term of 10 years and a maximum of 20 years with a fine of up to $250,000. The punishments are enhanced because Poupart already is a convicted sex offender, the U.S. attorney’s office said.

In June 1991, Poupart was convicted in Vermont state court for sexually assaulting a 14-year-old girl. In July 2009 in Connecticut, he was convicted of two counts of fourth-degree sexual assault against minor female relatives.

Poupart has been in federal custody since August 2010, according to the press release.

According to federal court documents, Poupart was living with his mother in Newport before moving to Connecticut. The records state that in 2003 or 2004 two minor female relatives visited Poupart in Maine, where he allegedly abused them and attempted to get one of the girls to play strip poker with him. The records don’t indicate whether Poupart was prosecuted for those alleged offenses.

Poupart was convicted of failing to register as a sex offender in Vermont and also failed to do so in Connecticut, according to the court documents. He was listed on the Maine registry when he lived in Newport, according to the records.

The United States Postal Inspection Service and the Shelton and Milford (Conn.) police departments were involved in the Connecticut investigation, the press release said.
