South Thomaston budget heads to voters

SOUTH THOMASTON, Maine — Selectmen have forwarded for voter action at the annual town meeting a proposed $955,466 budget that represents a less than 1 percent increase over 2011.

And barring a final-day entrant, there will be no contested race for the single seat open on the Board of Selectmen.

Patrick “Mike” Florance has returned nomination papers for the single three-year seat. He has served on the board since winning a special election in October to fill the seat vacated by John Spear, who resigned to become town manager in Waldoboro.

The deadline for people to file nomination papers with the town office is Thursday, Feb. 9. Candidates need at least 25 signatures from registered town voters to be considered for the election, which is conducted from the floor of the town meeting.

The annual town meeting is scheduled for 7 p.m. Tuesday, March 27, at the Gilford Butler School.

The budget being sent to voters, after meetings of selectmen and the budget committee, is proposed at $955,466, up less than 1 percent from the voter-approved 2011 budget of $950,438.

The amount of property taxes to be raised for the budget is proposed at $556,416, about 1 percent more than a year ago.

The general government budget is recommended to be $238,733, up from $228,001.

The public safety budget is proposed at $237,554, down from $239,083.

The public works budget is proposed at $162,444, down from $240,075 in 2011. The drop is because of the reduction of paving from $90,000 to $5,000.

The reserve account in the municipal budget is proposed to jump from $35,500 to $96,000. This account includes $45,000 for a future firetruck purchase and $30,000 for eventual paving.

If approved by voters, the municipal budget will mean little change in the town’s tax rate of $12.03 per $1,000 of assessed property. Seventy-five percent of property taxes in town go the Regional School Unit 13 budget. The proposed 2012-2013 RSU 13 budget has not yet been released.
