Rockland couple charged in bath salts bust

ROCKLAND, Maine — A local couple remained behind bars Monday afternoon after being arrested Saturday morning on charges of felony possession of bath salts.

The woman, Kelly A. Hall, 27, also was charged with trafficking in prison contraband after reportedly trying to smuggle drugs and other items into the jail inside her bra.

Hall was charged with felony possession of synthetic hallucinogenic drugs, trafficking in prison contraband and possession of hypodermic apparatus. Her boyfriend, Shawn L. Simmons, 35, was charged with felony possession of synthetic hallucinogenic drugs.

The arrests came after Rockland police received a report of a man acting erratic and strange in the parking lot of the Trade Winds Motor Inn. Rockland police Officer William Smith went to the lot about 8:30 a.m. and found Simmons.

Smith asked Simmons to show what was in his hands and Simmons became hostile and was yelling, the officer noted in an affidavit filed in Rockland District Court. Simmons eventually threw multiple small packets onto the ground. Simmons later told police, according to the affidavit, that it was one-eighth of a gram of bath salts worth about $25.

“Simmons told me that he knew how to use bath salts so he didn’t act stupid,” the officer stated in the affidavit.

Simmons also had digital scales.

Soon after, police went to Trade Winds again when staff asked officers to remove Hall because of damage done to a room, the affidavit stated. When officers arrived, Hall consented to a search of her room. Sixteen hypodermic needles allegedly were found in Hall’s purse.

The officer noted that he asked the woman whether she had any other illegal substances in her possession and she said no.

At the jail, she balked at being searched and eventually officers reportedly found bath salts, a small packet of marijuana, a hypodermic needle and a spoon under her bra.

The two suspects had an initial appearance in Rockland District Court on Monday. Bail was set at $1,000 cash for Hall and Simmons.
