BANGOR, Maine — Bangor police arrested a Holden man Friday morning after they found syringes and the synthetic hallucinogenic drug bath salts in his possession.

Craig Foss, 42, was arrested shortly before 9:30 a.m. after police officers were called to the intersection of First and Davis streets for a report of an agitated-looking man wielding a baseball bat, Bangor police Lt. Tom Reagan said Friday evening, citing a police report.

When officers arrived, they found Foss behaving as described with his hands stuffed into the pockets of his hooded sweatshirt. A search of Foss’ person turned up a packet containing a small amount of bath salts as well as two hypodermic needle and syringe sets, one of them loaded and containing blood, Reagan said.

Foss, who was taken to Penobscot County Jail after his arrest, has been released on bail, a jail official said.

Friday’s encounter with police was not a first for Foss, according to news stories and court listings from the Bangor Daily News archives.

In January of 2010, Foss was arrested after allegedly threatening a carload of teenagers with a bow and arrow in connection with an incident Bangor police described as an episode of “road rage.”

After he was harassed by a carload of teenagers for driving erratically on Finson Road in Bangor, Foss reportedly produced a bow and arrow and aimed it at the car the teens were in. The juveniles called police and Foss was arrested shortly afterward in the same area and charged with criminal threatening.

In another unusual incident, Foss was charged with receiving stolen property in March 2001 after he reportedly tried to return two pairs of support hose that apparently had been stolen from Miller Drug. A store employee remembered having seen Foss conceal some items in his coat and flee without paying for them during a visit to the store earlier the same day. Foss did not have a receipt for the support hose, valued at $88.80. He said he was returning them for his mother.

Foss’ criminal history, which dates back to at least 2000, includes convictions for theft by receiving stolen property, theft by unauthorized taking or transfer, terrorizing, violating the conditions of release and several motor vehicle violations.
