UMaine system appoints former Baldacci staffer as new governmental liaison

BANGOR, Maine — The University of Maine System on Thursday announced the appointment of a former staffer of Gov. John Baldacci as its governmental liaison.

Chancellor Richard Pattenaude named Ryan Low of Winthrop executive director of government and external affairs for UMS.

Low served as commissioner of the Department of Administrative and Financial Services for the Baldacci administration, where he oversaw nine bureaus and more than 1,000 employees. He also spent time as Baldacci’s deputy chief of staff and state budget officer.

Low will begin work at the system office in Bangor on Jan. 1, in time for for the upcoming legislative session.

“Ryan Low brings significant expertise and knowledge of Maine state government,” Pattenaude said in a press release. “In addition, his outstanding work has been broadly acknowledged by people across the political spectrum.”

Low has worked as vice president of administration and chief financial officer at the University of Maine at Farmington, his alma mater, since July 2010.

Low will take over the role of John Lisnik of Presque Isle, who is retiring after 21 years as the system’s governmental liaison.
