Man allegedly drives police cruiser off boat ramp, police damage second cruiser responding

BAILEYVILLE, Maine — A Meddybemps man is facing multiple charges after he allegedly stole a police cruiser Sunday morning and then intentionally drove it into Grand Falls Flowage, according to police.

The incident occurred around 6 a.m. as police were responding to a complaint of a fight on Palm Street in Baileyville, Washington County Sheriff’s Deputy John Peterson said. While two officers from Indian Township were assisting Peterson with the complaint, Timothy Allen Dickey, 19, of Meddybemps, allegedly hopped into the driver’s seat of one of the Indian Township cruisers and sped away, Peterson said.

The second Indian Township cruiser also was damaged in the incident, Peterson said, as the two Indian Township officers tried to pursue Dickey. As one officer put the second cruiser into reverse, the passenger side door was still open and got caught on a utility pole, bending the door forward.

The police officers, including Peterson in his cruiser, tried to pursue Dickey but he disappeared too quickly for the officers to engage in a chase, Peterson said.

“At that time, it was out of sight,” the deputy said.

As they started to search the area, Peterson guessed where Dickey might go with the cruiser. He drove to Squirrel Point, on the Grand Falls Flowage, and saw Dickey exit the cruiser as it sat partially submerged in the water at a boat ramp.

“My little hunch worked out,” Peterson said.

The cruiser was in the water nose-first with its floorboards under the surface. Peterson said that before he was found by police, Dickey also had allegedly damaged the car by jumping up and down on its roof and by smashing out its rear window. The water also was damaging the cruiser’s wiring, causing the siren and lights to short out, the deputy said.

Peterson estimated the damage to the cruiser to be at least $2,000, but said the final costs could end up being more than that.

The officer said he ordered Dickey to stop, but Dickey swam out into the water in an attempt to avoid capture. Peterson followed Dickey along the shore and kept track of Dickey’s location while he communicated with U.S. Border Patrol, which had radioed and offered assistance.

After a few minutes, Dickey swam to the far side of a cove and was picked up by Border Patrol agents, Peterson said.

He said Dickey is facing likely charges of aggravated criminal mischief, unauthorized use of property, operating a motor vehicle under the influence of intoxicants, refusing to submit to arrest, and violating conditions of release.

Dickey currently is being held without bail at Washington County Jail, Peterson said.

    One 19 year old and 2 cop cars damaged……..Makes you wonder if this would make a good comedy. But in reality it seems the officers could use some extensive training. You know like taking the keys out of the car and closing the doors before putting the car in gear.

    Edited based on re-read of the article: Without the keys the 19 year old couldn’t have stolen the cruiser, ergo the keys must have been in the cruiser. If the driver of the second cruiser had waited for his passenger to shut his door, the door wouldn’t have been ruined on the second cruiser (but remember, the passenger was the same cop that left his keys in his cruiser, so maybe he just didn’t shut the door). Still, that’s the driver’s duty, to be sure he is in control of his vehicle at all times.

    In the final sentence he is referring to two separate things in that one sentence. In the first part BAD96 is talking about the fact that if the officers had removed the keys prior to assisting there is no way that the cruiser could have been stolen that easily. The second part is in reference to the damage the second cruiser sustained when the officer began the pursuit of the stolen cruiser, in which the officer backed up with the passenger door open.

    All joking aside, the officers made some mistakes and should be disciplined for that. But, the Mr. Dicky needs to be held accountable for everything he did. All the damage and the laws he broke. Two cruisers were damaged, the one in the water is going to be costly. I can’t imagine that Indian Township Police have a fleet a police cars. This is going to affect their ability to do their jobs. If they don’t send a strong lesson with Mr. Dicky how many other people are going to go for a joy ride in a cruiser.

    Where do you think Indian Township gets its money for stuff ??
    Pleasant Point reservation has lots of cruisers just sitting still.
    Maybe they could loan a cruiser to Township Police?
    But only with  ADULT supervision.

    It’s all about the money. The jails don’t care if they are a high risk, they let them bail out so they can catch them again. Job security for the bondsman.

    At most times 25% of the inmate population at Washington County jail are there on Violation of Conditions of release. They know what the conditions are when they are released and choose to disregard those conditions because they obviously would rather be in jail. Then they can complain about being in jail and how they hate it. When they are released they go out and repeat the process. Mr. Dickey at age 19 is in the early stages of being a frequent flyer at WCJ. In about 4 or 5 years he may or maynot decide to come to his senses and alter his behavior and move on with his life.

    It’s not hard to stay out of jail. Millions of people manage to accomplish this feat.

    It sounds to me like Peterson was the officer with the most skill in this scenario.  He didn’t get his car stolen and he was the one who found the thief and caught him in the act.  I think the WC deputies ARE some of the finest police officers in Maine.  We don’t know what it is like to do their job.  Maybe a little support instead of constant criticism would be more helpful?

    Its pretty clear the kid was hammered! Jus another typical Washing County kid finding his 15 minutes of fame. For some reason i feel like if booze werent involved this wouldnt have happend. To his defence though, the cops should have been aware of what was taking place. A 19 year old SHOULD NOT be able to steal your cop car especially under the influence, what a joke! 

    -What does this say for TWP PD? In a local paper a couple of weeks ago there was an article were a TWP cop got an OUI

    The only requirement for bail shall be to insure the presence of the defendant at trial. Period. Anything more is unconstitutional IMHO.

    maybe he is. my point is that he is bragging that he did something. They already knew who it was and only a few roads on the waterside. lucky if you ask me. I would give him thumbs up had he or the sheriffs office actually do something around the county other then waste gas

    state police would not have let him get that far. he could have killed someone because of the lack of training. typical for township. all the officers except 2 are partime. one of them just arrested for OUI but you didn’t see sharon mack writing that article.

    Thank for your opinion.
    My question pertained to the obvious prior arrests for which they are bailed, and then being arrested again before the first case had even been adjudicated.  Doesn’t sound like they give a damn, basically.
