Pittsfield doctor named MaineCare medical director

AUGUSTA, Maine — Dr. Kevin S. Flanigan of Pittsfield has been named medical director of MaineCare, the state’s Medicaid program for low-income and disabled adults and children. Commissioner Mary Mayhew of the Department of Health and Human Services announced Flanigan’s appointment in a press release on Thursday.

“Dr. Flanigan’s years of experience serving MaineCare patients in a variety of settings and his understanding from a provider’s perspective of Maine’s healthcare system is extremely valuable,” Mayhew said.

Among Flanigan’s goals are reducing the use of hospital emergency departments for nonemergency care and enhancing MaineCare’s statewide care management efforts, according to the statement.

About 350,000 Mainers are enrolled in MaineCare.

Flanigan, whose position at MaineCare is contracted through the University of Maine at Farmington, is a graduate of the University of Richmond and the Medical College of Virginia in Richmond, Va. He completed an internship and residency at the University of Louisville Hospital in Kentucky, with concentrations in pediatrics and internal medicine.

He continues to study at the University of Massachusetts at Amherst and serves in a leadership role with the Maine Medical Association. He first was licensed in Maine in 1997 and has worked in primary care, urgent care and hospital settings.

Flanigan lives in Pittsfield with his wife and three children.

The position of MaineCare medical director last was occupied by Dr. Dora Anne Mills, former director of the Maine Centers for Disease Control and Prevention. Mills stepped down last December from her job at the Maine CDC after the election of Gov. Paul LePage and a Republican Legislature.

She was hired for the MaineCare position shortly afterward, but was fired in February without explanation. In May, she was named vice president for clinical affairs at the University of New England, which has campuses in Portland and Biddeford.
