Hermon man accused of continuing to expose himself

HERMON, Maine — A Hermon man who has been charged several times over the summer after exposing his buttocks and genitals to passing motorists was in trouble with the law again last week.

Stephen Thibodeau, 52, was arrested Wednesday afternoon on a disorderly conduct charge after Sgt. William Burgess of the Penobscot County Sheriff’s Department was called to Thibodeau’s Route 2 home twice within less than four hours, Deputy Jay Hallett said Monday.

The first visit occurred shortly after noon, after two passing motorists called police to complain that Thibodeau was standing in the doorway exposing his genitals, Hallett said.

He said Burgess, who was fully clothed when Burgess arrived, was able to make contact with one of the passers-by. The driver, however, did not wish to make a statement to police about the matter and no charges were filed.

Burgess, however, did warn Thibodeau that if he continued his behavior, he would be arrested for disorderly conduct.

Shortly before 3:30 p.m., Burgess was back at Thibodeau’s home to arrest him after police received reports that he was holding his genitals in his hand and making masturbating motions. Thibodeau was released after a brief stay at Penobscot County Jail, Hallett said.

Hallett said he and Deputy Peter Garland were sent to Thidodeau’s home about 7:30 p.m. Sunday after two more motorists called to report that Thibodeau was outside his home holding his genitals in one hand and giving passers-by the middle finger with the other.

When the deputies arrived, Thibodeau, who was clad only in what Hallett described as Speedo-like underwear, turned around and mooned them. The episode was captured on the officers’ cruiser camera, Hallett said.

Hallett said Thibodeau wasn’t charged with indecent conduct because witnesses said they did not get a clear view of his genitals.

Neither did the deputies, Hallett said.

Wednesday’s arrest was Thibodeau’s third this summer.

On June 20, Thibodeau was arrested after a driver reported that she and her two daughters, ages 7 and 12, saw the man masturbating outside his home. Just 13 days earlier, deputies had issued Thibodeau a warning for mooning drivers.

After the incident on June 20, Thibodeau was charged with indecent conduct and released on bail later the same evening.

He also was arrested on July 6 after deputies went to his home to look into reports that he was drinking outside in violation of his bail conditions.
