INDIANAPOLIS — NCAA President Mark Emmert says incremental changes are not good enough to maintain the integrity of college sports and the governing body needs a more aggressive approach.

In comments posted on the NCAA’s web site Tuesday, Emmert says a “few new tweaks of the rules won’t get the job done.” He intends to push for bigger changes during next month’s presidential retreat.

Emmert has said he doesn’t want colleges paying athletes. Other topics expected to be on the agenda include whether the organization needs stronger enforcement tools, and whether there should be a different penalty structure for those schools that violate NCAA rules.

The retreat is scheduled for Aug. 9-10.

More than 60 university presidents, athletic directors, faculty representatives and conference commissioners are expected to attend.
