Are the Katahdin area mills now part of history?

Is there any way to revive the paper mills in the Katahdin Region? Could workers buy them? Could the towns buy them? Would extending a natural gas line to the mills make them attractive to a buyer? Can they be profitable? What options are left, if any? Is it time for the region to consider other economic development opportunities?
