DOVER-FOXCROFT, Maine — A proposed $4.3 million municipal budget that includes $778,420 for capital projects, including the purchase of a grader and road repair, will be decided by Dover-Foxcroft residents in a June 14 secret ballot referendum.
The warrant will be completed at a town meeting starting at 9 a.m. Saturday, April 30.
The $4,328,790 municipal budget is expected to be offset by $2,046,458 in revenue, leaving $2,282,332 to be raised through property taxes.
‘’With the exception of the $285,000 for paved roads, the municipal budget is under the LD 1 budget cap of $2,024,533,’’ Town Manager Jack Clukey said this week.
‘’We have a lot of gravel road work and pavement to work on,’’ Clukey said. A survey done at the time of last year’s referendum showed roads to be the top concern of residents, he said. If voters agree to exceed the budget cap and approve the additional funds, work will be conducted to maintain paved roads and to build and maintain gravel roads, Clukey noted. He said many of the gravel roads have been scraped so low over the years that the fabric has been damaged.
Town officials have been talking about the purchase of a new grader for a few years. ‘’It’s very important that we have a grader that we can rely on,’’ Clukey said.
Officials have proposed funding the $285,000 grader from the surplus account and using an additional $185,000 from the account to reduce the tax commitment. That would leave the surplus account at about $550,000.
The proposed budget includes a 2 percent cost-of-living pay increase for employees.
In addition, selectmen have proposed $7,000 for social service agencies. Last year, the town budgeted only $700, which was divided among seven agencies to show that the town supported them. But it was pointed out during the budget process this year that because of the difficult economic times, these agencies and the people who benefit from them need the town’s support more than ever, Clukey said. The proposal is for the selectmen to divvy up the funds based on criteria that they plan to develop.
