What will it take to revive papermaking in Millinocket?

Negotiations for the purchase of paper mills in Millinocket and East Millinocket have fallen apart and the would-be buyer has said the deal is dead. What does this mean for the future of papermaking in the Katahdin region? Is it over? Does the availability of an abundant source of fiber still make the region a likely place for paper production? Or is the end of the papermaking era there inevitable, given that it began when logs were moved by river and mills were powered by the same rivers? What would it take to start up the mills again?
