Is it time for Bangor to start charging to dump trash?

The pay-as-you-throw system is used in many Maine municipalities and in many cities and towns around the nation. By charging people for what they throw away, analysis has found, people are more likely to be aggressive about recycling and even purchasing less material that will end up in the trash. Opponents say the system is just a new tax. What do you think?
