Gov. Paul LePage’s budget calls for using some of the state’s tobacco settlement money, now in the Fund for a Healthy Maine, for drug court programs and the Maine Office of Substance Abuse instead for other state activities. Is this a betrayal of the intent of the lawsuits that garnered the settlement money? Will cutting the programs lead to greater costs later? Or do financial crises call for extreme measures?
