BELFAST, Maine — A man accused of raping a 12-year-old girl and a former elementary school computer technician charged with possessing child pornography were among 45 people indicted this week by the Waldo County grand jury.
Scott Brian Ritter, 23, of Belfast was indicted on one count of gross sexual assault.
He recently had been released from jail for molesting a 4-year-old when he was arrested Dec. 1 and charged with Class A gross sexual assault after allegedly raping the 12-year-old.
According to a police affidavit released in December, Ritter told authorities he forced a girl to have sex with him in September.
“Scott said he knew that [the girl] was 12 years old and was sorry for forcing [her] to have sex,” the affidavit stated. “Scott said he knew that it was wrong and he knew that [the girl] did not want him doing what he was doing as she told him no.”
Indicted on 19 counts of possession of sexually explicit materials was Travis F. Rowe, 24, of Searsport.
Rowe, who had been working as a computer technician at elementary schools in Hope and Appleton, was arrested in September when police reportedly found pornographic videos on his home computer showing children as young as 5 or 6.
Police at the time said that they had no reason to believe that local children had been victimized. Judy Harvey, superintendent of School Union 69, said in September that Rowe had been placed on administrative leave after the arrest and that he had not been working directly with children for his technician job. Rowe resigned his position at the school in October, a union official said Friday.
