Should undocumented immigrant children have a path to citizenship?

The DREAM Act, a bill pending in Congress, provides a path to citizenship for the children of undocumented immigrants who arrived here before they were 16. By completing college or serving in the military, they can become citizens. Is this a good idea? Does it help the nation and those young people? Or does it reward the children of people who have broken the law? What are the downsides of approving such legislation?
